This position is located within the Nebraska-Western Iowa Health Care System in Omaha, NE in the Facilities Management service line. The employee performs all necessary repairs and preventative maintenance on all HVAC and refrigeration equipment within the Medical Center and other duties as assigned.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. Major duties listed but not limited to: Installs, maintains and repairs (both major and minor) all air conditioning and refrigeration equipment from 1/4-ton systems to 300-ton systems Works in the layout and fabrication of duct and duct systems from 150 CFM to 70,000 CFM capacity Performs preventive maintenance on diffusers, induction cabinets, mixing boxes, fire dampers and pneumatic smoke dampers Maintains exhaust fans, fume hood fans, return air fans, and both direct and belt-driving types Performs mechanic duties in the maintenance and repair of 20,000 pounds per hour water tube boilers with multi-stage duplex steam and electric boiler feed water pumps, accumulator tank, electronic and pneumatic controls and recorders, and condensate transfer pumps Knows the complete operation of the Energy Management System including thermal storage systems, heat recovery systems and controls Must be qualified to serve as an Operator in the operation of all air conditioning, refrigeration, heating equipment and related components Must have had formal or specialized training in systems engineering, systems troubleshooting and maintenance of building automation systems, HVAC systems, and graphic controls Work Schedule: Monday - Friday, 7:00 a.m. - 3:30 p.m. (work hours may be further discussed during the interview) Position Description Title/PD#: Air Conditioning Equipment Mechanic/PD70459A Relocation/Recruitment Incentives: May be authorized for highly qualified candidates Critical Skills Incentive (CSI): Pending Approval Bargaining Unit Position: Yes, AFGE Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Working Conditions: The employee must always be mentally alert and physically capable, as this type of work is difficult and hazardous. The employee works both inside and outside of the Medical Center and is required to work in cramped areas with low overheads. The employee is subject to exposure from toxic refrigerants. The employee will be required to wear personal protective equipment while performing certain tasks.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. Selective Placement Factor/Screen-Out Element #1:Certification Requirement: In accordance with Section 608 of the Clean Air Act, this position requires a current Environmental Protection Agency (EPA) approved Universal Certification. Applicants who do not meet this requirement are ineligible for further consideration. Screen-Out Element #2: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. To be found at least minimally qualified for the position of Air Conditioning Equipment Mechanic WG-10 level, your application and supporting documents must demonstrate the critical knowledge, skills, and abilities that are essential for satisfactory job performance. For this position, the ability to do the work without more than normal supervision in performing the full range of air conditioning and refrigeration equipment repair along with specialized experience is required. Examples of qualifying specialized experience include but are not limited to: working as a journeyman in the installation, operation, repair and maintenance of refrigeration and air conditioning equipment; knowledgeable in the principles and theories of air conditioning, refrigeration and heat transfer; able to select, maintain and safely use the tools, measuring equipment, testing devices and instruments related to the heating, ventilation, air condition and refrigeration (HVAC/R) trade; repair, replace install, and test various HVAC/R equipment and/or systems; able to read from blue prints and diagrams when performing tasks. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
