Duties
The Telehealth Clinical Technician (TCT) supports the provision of patient care using telehealth technologies which increase a Veteran's access to care and support a Veteran's self-management. This includes developing and delivering virtual and digital technologies which help Veterans communicate with their health care teams and coordinate, track and manage their health care. The TCT supports clinical telehealth encounters for both the patient and provider locations by serving as the tele-presenter within scope of practice, functioning as an imager and clinical data manager for telehealth store and forward applications, managing real time clinical telehealth events, providing established instructions for patients, and providing technical and administrative support of telehealth operations, as well as, providing technical support to end-users, scheduling simple and complex intra-facility and inter-facility telehealth appointments, installing, configuring, maintaining, and troubleshooting technology.
Major Duties:
Prepare medical and telecommunications equipment to be used for clinical examination and treatment.
Serve as a tele-presenter during clinical video telehealth (CVT) and VA Video Connect (VVC) encounters.
Collect data and transmit them electronically for clinical review in accordance with VHA national guidelines.
Ensure patient care is delivered safely by following appropriate procedures for inventory management.
Complete standardized clinical questionnaires and templates and applicable guidelines.
Receive and schedule requests for intra-facility, and inter-facility telehealth appointments using an electronic resource-based scheduling system.
Screen patients for telehealth modality and referring patients.
Monitor and maintain schedules of rooms, patients, technologies, clinical providers, and presenters.
Communicate effectively with clinical and administrative staff.
Configure, install, troubleshoot, clean, and perform minor routine maintenance of assigned telehealth technology.
Provide education and training to Veterans, staff, and providers on the use of telehealth technologies.
Serve as a point of contact to answer questions and address concerns related to these technologies.
Maintain contact with staff members and the Facility Telehealth Coordinator to work out process issues, equipment needs, problems, data collection, and any other logistical issues.
Arrange and complete test video calls with Veterans to prepare the Veterans for clinical encounters using telehealth technologies.
Additional duties or tasks may be assigned by leadership to ensure efficient daily operations.

Qualifications

Basic Requirements:
U.S. Citizenship: Must be a citizen of the United States.
English Language Proficiency: Must be proficient in spoken and written English.
Experience: You must possess one (1) year of experience in a health care field that demonstrates your ability to perform the work or provides you with an understanding of the work such as, but not limited to, a medical or clinical assistant (or technician) or health technician; or
Education: You must possess four (4) academic years above high school leading to a bachelor's degree with courses related to the occupation such as, but not limited to, courses in medical terminology, anatomy and physiology, introduction to health records, etc. (Transcripts Required); or
Experience and Education Combination: You must possess equivalent combinations of experience and education. (Transcripts Required)
Six (6) months of experience in the health care field and two (2) years of education above high school that included at least six semester hours in health care related courses such as, biological science, surgical technician courses, nursing assistant or other courses related to the position; or an associate's degree in a health care related field; or
Six (6) months of experience in the health care field and successful completion of a course for health care technicians, hospital corpsmen, or medical service specialists given by the U.S. Armed Forces.
Grade Requirements:
GS-05 Grade Level (Entry Level):
Experience or Education: None beyond the basic requirements.
GS-06 Grade Level (Full Performance Level):
Experience: You must possess at least one (1) year of experience equivalent to the next lower grade level GS-05 in the federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the Telehealth Clinical Technician, and that is typically in or related to the position to be filled. Assignments associated with this position include, but are not limited to: Schedule telehealth appointments using an electronic scheduling system; Obtain and document patient history and pertinent clinical information in electronic medical records; Prepares the telehealth room where the Health Technician (Telehealth Clinical) readies the equipment for examination; Establishes video conferencing connection and makes introductions between patient site and provider site; Monitors and maintains electronic schedule of rooms, patients, technologies, and presenters; administers the patient satisfaction survey; Cleans and performs minor routine maintenance of assigned telehealth technology.

Ability to read, interpret, and apply complex written instructions.
Knowledge of general clinical policies and procedures in a healthcare environment.
Skilled in the use of telehealth technologies for the facilitation of telehealth clinical encounters.
The full performance level of this vacancy is GS-06. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-05 to GS-06
Physical Requirements: The work requires some physical exertion such as prolonged periods of standing, bending, reaching, crouching, stooping, stretching, and lifting moderately heavy items such as manuals, record boxes, equipment or assisting patients. The work requires above average agility and dexterity.
