The Health Technician (Telehealth Clinical) - Advanced provides high level support, training, and advanced management of telehealth operations and is typically stationed at a clinical care delivery site (VA Medical Center, CBOC, VA Outreach Clinic, etc.), with duties that may require travel. Duties

Duties include and are not limited to: Delivers telehealth competency based training for clinicians and telehealth staff members Supports clinical telehealth encounters for both the patient and provider locations by serving as the tele-presenter Functions as an imager and supporting clinical data for telehealth store and forward applications Manages clinical telehealth events, providing patient education, and providing technical and administrative support Evaluates telehealth operations and supporting performance improvement efforts Provides technical support to end-users, scheduling simple and complex intra-facility and inter-facility telehealth appointments Installs, configures, maintains, and troubleshoots technology Performs a variety of program support duties as assigned The Health Technician (Telehealth Clinical) might be certified and function as a preceptor for Clinical Video, and/or Store and Forward Telehealth Operations. The higher-level duties associated with this advanced-level position may include, but are not limited to: - Coordinating, installing, maintaining and managing the inventory of telehealth technologies including hardware and software with assistance of Biomed and IT - Providing standardized competency based training, guidance and information on the use of advanced telehealth technologies to patients, staff, and providers - Providing competency based training for telehealth technology, facilitating interactive simulations for clinical staff - Participating in performance improvement activities aimed at improving the efficiency of the patient telehealth processes - Developing reporting procedures, sampling techniques and measurements at various points in the telehealth processes to identify/analyze inherent weaknesses in work and procedures - Coordinating clinic set up and monitoring of workload capture and issues for assigned patient and provider clinics including telehealth resource based scheduling - Supporting designated complex telehealth programs that require advanced technical skillsets - Serving as an imager and manager of clinical data for store and forward telehealth (SFT) clinical encounters including tasks such as capturing images, collecting data and transmitting them electronically for clinical review in accordance with VHA national guidelines - Ensures patient care is delivered safely by following appropriate procedures for the cleaning of clinical equipment and the care environment while following all patient safety guidelines, protocols, and procedures - Completing clinical questionnaires and templates within scope of training and applicable guidelines - Complying with all information security and patient privacy regulations - Receiving and scheduling requests for simple and complex intra-facility, and inter facility telehealth appointments - Referring patients to providers for screening for Telehealth - Monitoring and maintaining schedules of rooms, patients, technologies, clinical providers and presenters - Providing patient education - Supporting the Veteran in completing patient satisfaction surveys - Communicating with clinical and administrative staff at the local site and those located at remote sites - Coordinating and or directly configuring, installing, troubleshooting, inventory management, cleaning, and performing minor routine maintenance of telehealth technology - Ensuring assigned telehealth technologies are secured, ready for use, and accounted for by preparing and tracking maintenance work orders, information systems, inventory records, and communicating with National Telehealth Technology Help Desk to facilitate troubleshooting, repair, and coordination of replacement equipment - Providing education and training to Veterans, clinical staff and providers on the use of telehealth technologies and serving as a point of contact to answer questions and address concerns - Maintaining knowledge of and skill in applying an extensive body of rules, procedures, and operations in telehealth-related technologies and a variety of computer hardware and software used for telecommunications, data entry and retrieval, record maintenance, document and report generation - Maintaining contact with other staff members and the Facility Telehealth Coordinator to work out process issues, equipment needs, problems, data collection and any other logistical issues - Arranging and completing test video calls with Veterans to prepare the Veterans for clinical encounters using telehealth technologies Work Schedule: 7:00 a.m. - 4:00 p.m. Telework: Not available Virtual: This is not a virtual position. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy English Language Proficiency Occupational Requirements: Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable (GS-3-5). Basic education/experience requirements for the levels are as follows: GS-3: 1 year above high school with course(s) related to the occupation GS-4: 2 years above high school with courses related to the occupation or 6 months of specialized experience GS-5: 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation or one year of specialized experience equivalent to the GS-4 level GS-6 and above: One year of specialized experience to at least the next lower grade with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this announced position you must have one year of related specialized experience to at least the level of the GS-6 position with the ability to demonstrate the following: Ability to use independent technical judgment to analyze, evaluate and resolve problems Knowledge of quality control and assurance procedures and principles of performance improvement Ability to function between competing priorities Ability to work with a team to provide technical guidance, plan, organize and coordinate activities of a health technician Ability to assist in Health Technician (Telehealth Clinical) development outcome management and strategic planning Ability to perform knowledge transfer regarding the use of telehealth technologies.
