VA Connecticut Health Care System is seeking a Program Support Assistant to performs a wide variety of tasks associated with maintaining and supporting the work performed within the Facilities Management Service. Work includes functions necessary to the management of an office and ranges from information control to ordering/tracking equipment, supplies and services. The position is located at the West Haven Campus.
Duties
Duties include but are not limited to:
Ensure the management of the office by controlling information, ordering and tracking equipment, supplies and services.
Provide liaison between program office and administrative offices outside the organization.
Track and monitor purchases of equipment, services and products.
Serve as timekeeper and/or alternate timekeeper.
Arrange and coordinate training activities.
Coordinate all procurement/purchasing activities within the FMS VA Purchase Cards.
Enter purchases for services and materials in VISTA and alert designated Control Point Official of need for approving transactions when required.
Follow credit card holder instructions provided when card is issued. Verify fund availability prior to making a purchase and complies with single purchase and cycle limits placed on the card.
Plan and coordinate a variety of general office support services in support of the work of an organization, such as requisition, purchases, storage, and maintenance of stock levels, installation, repair, maintenance and disposal of office equipment, etc.
Work Schedule: Monday thru Friday 8:00am to 4:30pm

Qualifications

You may qualify based on your experience and/or education as described below:
Proficiency Requirements: In addition to meeting the experience and/or education requirements below, applicants for these positions must show possession of the following skill; typing skill of 40 words per minute.
GS-5 Grade Requirements:
Specialized experience: You must possess one year of specialized experience equivalent to the next lower grade, GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience include but is not limited to:
Assisting with inventory control, storage, distribution, cataloging or supply identification systems or other related supply activities;
Performing both routine and complex administrative and miscellaneous clerical duties;
Triaging incoming phone calls and providing callers with accurate and complete information, deferring to the supervisor and/or subject matter experts (SME) only after exhausting attempts to resolve the issues presented;
Speaking calmly and compassionately to severely disabled customers; and
Maintaining professionalism when working with suppliers, contractors and delivery/storage facilities regarding purchasing, delivery and payments of the items.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four years of education above high school.
Combination: Applicants may also combine education and experience to qualify at this level. To determine the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determine the applicant's education as a percentage of the education required for the grade level; and then add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
