The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Manage a team to ensure a full range of understanding of customer requirements related to transnational counterterrorism issues and ensure these requirements have been conveyed to and coordinated with the ODNI and the IC.
Enhance interoperability and collaboration across transnational counterterrorism strategy, collection, indicators and warning, and mission management components.
Develop integrated IC strategies for transnational counterterrorism mission areas. Assess progress against strategic goals and provide recommendations on risk.
Lead, initiate, cultivate, and maintain productive working relationships with policymakers across the IC in order to coordinate strategy development activities, validate evolving requirements, and promote the implementation of mission and enterprise objectives.
Lead and oversee the preparation of briefings, reports, and presentations to organizational leadership and senior United States (U.S.) Government officials in a manner that meets their specified requirements. Provide expert analysis and recommendations that ensure IC strategic plans and programs align with policy objectives.
Lead and oversee the planning, development, and evaluation of the related strategic planning documents in support of U.S. Government agencies' national security and foreign policy interests and programs.
Lead the development of innovative solutions that leverage new technologies and intelligence capabilities in response to priority transnational counterterrorism mission needs.
Advise and engage senior IC leadership on strategic priorities, opportunities, gaps, and interdependencies to link resources to strategy; lead and oversee the communication of emerging strategic issues and trends, independently evaluate against IC strategic elements, and make recommendations for improvements.
Qualifications
Ability to develop and sustain an inclusive environment; ability to clearly define and articulate mission objectives and hold subordinates accountable for results.
Expert knowledge of IC organizations and missions related to transnational counterterrorism in order to guide the development of national-level strategies and policies necessary to support U.S. national security and foreign policy objectives.
Superior ability to identify emerging trends and strategic issues and incorporate these in developing strategic plans for the organization.
Superior communication (written and verbal) skills, including the ability to review and edit draft work products which effectively and efficiently communicate organizational vision, mission, and plans.
Knowledge of NCTC and the CT community, including an understanding of different department/ agency organizational cultures, missions, authorities, and roles.
At least two years of experience in strategic planning or policy development, including support to policymakers in the Executive Branch and the US Congress.
Education
Bachelor's degree.
