The primary purpose of this position is to serve as Management Analyst for HQ AF/A10 providing management of 13N career field, cross-functional authorities, human capital, and force development of Air Force nuclear mission professionals as well as recommending and executing courses of action to improve human capital and nuclear force development outcomes.

Duties

Researches and investigates nuclear-related cross-functional programs, policies, products and services within area of responsibility to resolve critical problems, improve program efficiency, recommend and execute solutions, assess their viability, and conduct follow-up with senior management officials. Develops and recommends policy to ensure that human capital and force management policies are properly developed, executed, and evaluated. Provide direct support to the Nuclear and Mission Operations (13N) Career Field Manager (CFM). Communicate education, training, and experience requirements for career field force development and implement policies. Define critical issues and problems. Collect data from various sources, assesses data, and determines the most effective and efficient method and approach to satisfy career field management, human capital, and cross-functional management needs and/or requirements.

  • Significant experience in human capital policy development, human capital management, and career field management is highly desired.
  • An advanced degree in business operations, operations management, education, or business management, or other appropriate degree, and related experience is highly desired.
  • Must be able to obtain and maintain a secret security clearance.
  • There is occasional contact with Congressional offices related to specific requests.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Develop innovative solutions and implements instructions for new policies and procedures.
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing policies and technology on career field management.
  • Work may require travel away from the normal duty station on military and commercial aircraft.
  • This is a Centrally Managed Position in the Administrative and Management Position Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of career field management activities, including force development education, training, and experience requirements; policies; accession, education, and training processes; barrier and promotion analytics; force assessments, career pyramids, and career field manning. Expert knowledge of force development; career planning guidance; career field management forums; advanced academic degree and professional continuing education requirements; development teams; and cross-functional management. Knowledge of nuclear organizational processes related to training, deployment, mobilization, planning, programming, budgeting, and execution, and operations. Knowledge of military command structure, missions, programs, and organizational relationships and related program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of the nuclear mission. Knowledge of nuclear command entities involved in planning and executing operations and evaluation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to assess the status and build products that enable A10 to advocate and explain the important role of nuclear deterrence capability, the importance of sustaining the nuclear enterprise from a stewardship perspective, and the contribution of nuclear forces to the U.S. strategic deterrence posture. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and assemble a complete package of briefings, papers, or reports for top management use and decisionmaking. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships. Ability to apply nuclearrelated background, knowledge and experience to complex issues facing the nuclear community. Ability to conduct and process analysis relating to nuclear planning, transformation, future concepts, and capability requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
