This position is location in a Consolidated Patient Account Center and is aligned under the Chief Financial Officer in the Cash Management Department. The CPAC is one of seven regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardizations and consolidation of functions and the integration of VHA and industry best practices.
Duties
The Incumbent serves as a Branch Chief in the Accounting Division responsible for supervising the full range of cash processing functions.
Actively participates in planning, analyzing .and implementing revenue and business office goals and objectives. Makes recommendations for process improvement in the methods policies, procedures of cash management operations.
Ensures the fulfillment of regulatory requirements associated with depository functions.
Exercises responsibility for the direct support of agency cash/check/electronic funds transfer processing functions involving the receipt, disbursement, examination, deposit, custody and other clerical processing of cash.
Develops, defines, and implements process improvement initiatives.
Oversees the full scope of deposit processing duties.
The incumbent is responsible to the Treasury Department for any loss or shortage in funds under his/her control.
Ensures conformance to procedures and instructions contained in the Department of Treasury Manual of Procedures and Instructions for Cashiers.
Examines and performs quality audits of deposits in order to ensure regulatory issues are met.
Reconciles cash accountability and reviews vouchers for completeness, accuracy, and propriety before making payment, referring questionable vouchers for audit prior to disbursement.
Reconciles and replenishes the stock of currency with Department of Treasury and with agency administrative offices for other accounts.
Plans work, sets and adjusts short-term priorities, and prepares schedules for the completion of work.
Assigns work based on individual and office priorities and workload.
Identifies training and developmental needs of subordinates and provides or arranges the necessary training of subordinates.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-08 position you must have served 52 weeks at the GS-07.
For a GS-09 position you must have served 52 weeks at the GS-08.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
GS-08 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Examines and performs quality audits of deposits in order to ensure regulatory issues are met.
2) Plans work, sets and adjusts short-term priorities, and prepares schedules for the completion of work.
3) Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Assures the timely accomplishment of work, monitors the status, and makes analytical determinations to maintain established priorities and goals.
2) Assures that production requirements are fulfilled and distributes and balances the workload among employees in accordance with established work flow or job specialization.
3) Identifies training and developmental needs of subordinates and provides or arranges the necessary training of subordinates.
4) Exercises responsibility for the direct support of agency cash/check/electronic funds transfer processing functions involving the receipt, disbursement, examination, deposit, custody and other clerical processing of cash.
5) Makes recommendations for process improvement in the methods, policies, procedures of cash management operations.
