The primary purpose of this position is to serve as a Financial Management Specialist for an acquisition program office, providing expert financial analysis services.
Duties
- Provides advice and guidance to management and task leaders.
- Conducts the financial execution of current appropriations and maintains detailed appropriation databases.
- Provides guidance to task leaders, reviews and valuates proposed project plans, and leads Business Control Board review for budget submittals.
- Reconciles appropriation and contract execution with DFAS accounting systems and resolves differences.
- Serves as primary functional OPR for analysis of contractor Earned Value Management System (EVMS) data.
- Prepares program acquisition documentation.

- Financial Management Level 2 Certified position JAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualifications
BASIC REQUIREMENT:
One year of specialized experience which includes providing advice and guidance to program management and financial personnel; 2) execution of financial documents and maintenance of financial status for all appropriations; 3) reviewing and evaluating project plans; 4) reconciliation of DFAS accounting systems to resolve Unliquidated Obligations (ULO), Negative Unliquidated Obligations (NULO), and facilitates contract closeout; 4) reviews and evaluates test project plans with the Job Order Cost and Accounting System (JOCAS); 5) preparation of program acquisition documentation and reviews. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used financial management methods, practices, procedures, regulations, policies and processes.
2. Knowledge of missions, functions, goals, objectives, work processes and sources of funding pertinent to AAC programs/organizations.
3. Knowledge of sources of factual information about and related to processes of financials, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
4. Knowledge of automated data processing concepts and systems capabilities to accomplish
financial/budget/programming/funding tasks. Knowledge of the Air Force and DOD financial management systems.
5. Skill in the application of analytical methods and techniques ( e.g., cost-benefit analysis, amortization, depreciation, regression analysis, and pro-rating revenues and costs among customers), mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses.
6. Skill in formulating, justifying and/or analyzing financial requirements of the assigned program.
7. Ability to gather, assemble, and analyze data to prepare budget/financial cost estimates, develops alternatives, funding requirements, and make recommendations to resolve financial/funding problems.
8. Ability to communicate effectively, both orally ad in writing, to justify, defend, present, advocate and/or advise on fmancial processes, actions, and decisions.
9. Knowledge of Earned Value Management Systems and how to assess a contractor's applications.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
