This position is in the Office of Communications Business Opportunities (OCBO), Federal Communications Commission located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID.   THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. 

Duties

Plans and implements programs targeted to small, women-owned, and minority-owned businesses in the communications industry. Responsible for organizing outreach activities that may include roundtables, workshops, and seminars to provide information to small business entities about FCC rulemaking proceedings, policies, regulations and rules. Stays abreast of Commission actions that have considerable public interest and require mature, professional judgment to assess whether proposed actions might impact the small business community, and ensures that all informational materials that OCBO prepares include accurate data with regard to its constituency. Identifies entrepreneurs, organizations, and agencies with whom OCBO should collaborate with to promote awareness of the FCC’s mission and objectives relating to the small business community, and engages with these entities to learn about and inform the Director and/or the Director’s designee(s) of particular issues small businesses encounter in the industry. Assists FCC advisory committees with implementing outreach activities relevant to the small business community. Plans and organizes OCBO outreach initiatives, which may include recommending travel and speaking engagements for the Director and/or the Director’s designee(s) to disseminate information on current FCC proceedings, national and regional-level communications issues that affect small businesses, such as cybersecurity and broadband. Designs and creates presentations and informational materials that will require the Incumbent to be proficient with using Microsoft Office Suite programs, such as PowerPoint, Publisher, and Adobe publishing programs. Authors newsletters and social media content, multimedia scripts, and similar informational products, and collaborates with other FCC bureaus and offices to ensure timely publication of such work product. Works with the FCC’s section 508 team to ensurecommunications products comply with statutory requirements related to accessibility. Updates and maintains OCBO’s webpage in collaboration with the FCC Web team, coordinates publishing OCBO’s special projects on FCC-approved social media platforms, as well as expands, manages, and maintains OCBO’s outreach lists with regard to entrepreneurs, trade associations, and organizations. Conducts targeted research and gathers data relating to proposed FCC rules and regulations; and develops and updates research files with relevant reports, pertinent facts and information that other OCBO staff incorporate into presentations.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.   Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.   Specialized Experience GS-12 To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience at the GS-12 level includes the following: outreach support; executing plans and policies for activities; planning and partnering in outreach activities; managing outreach projects. GS-13 To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience at the GS-13 level includes the following: recruitment advertising and outreach support; executing plans and policies for activities; planning and partnering in outreach activities; managing outreach projects; developing program and project strategies. You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs): Ability to organize and plan outreach activities that may include round tables, workshops, and workshops Skill designing and creating presentations and informational materials and skilled proficiency with the use of Microsoft Office Suite programs, such as PowerPoint, Publisher, and Adobe publishing programs Expert level skill in developing and applying new communication approaches sufficient to resolve systematic, unique, and complex outreach problems Ability to conduct targeted research Ability to author newsletters and social media content, multimedia scripts, and similar informational products Ability to update and maintain website pages PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
