You will serve as a SUPERVISORY TRAINING INSTRUCTOR in the TRAINING DEPARTMENT of 20THNAVALCONSTRREG.

Duties

You will effectively coordinate and manage all training programs, readiness and mobilization for 11 commissioned active and reserve units totaling over 4,000 personnel. You will formulate, plan and develop procedures to maintain technical, military and contingency training requirements in support of Major Combat Operations requirements and global employment needs. You will originate, review and revise command directives and assist in establishing policy governing training and mobilization. You will coordinate, plan and implement technical training requirements for Naval Construction Force (NCF) units. You will develop and schedule special training courses as needed for current and emergent requirements or just in time training for operational needs. You will interface with other staff departments and commands as necessary to coordinate the implementation of training programs. You will serve as focal point for development of training policies and will be the most comprehensive source of readiness and training information within the command. You will prepare periodic and special reports. You will maintain various charts, databases and files to track training and readiness levels. You will prepare and brief training and readiness issues, often on short notice. You will maintain contact with unit Training Officers and support their development and goals in meeting unit training and readiness requirements. You will provide advice, counsel and instruction to individual employees on both technical, administrative, and professional matters. You will plan work to be accomplished by subordinates.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the 11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in the field of education and training programs, to include planning, organizing and coordinating an educational program. Experience applying knowledge of the Readiness and Cost Reporting Program (RCRP). Experience applying knowledge of training requirements of the Naval Construction Force (NCF), both active and reserve components; sufficient to review and evaluate untried training techniques and programs of substantial scope. Experience budgeting and conducting routine accounting procedures with the ability to develop and monitor quarterly and annual budgets. Experience making articulate and persuasive oral presentations and briefing to defend findings and rational in detail.
