You will serve as a TRAINING ADMINISTRATOR in the Training Department, Naval Construction Group Two (NCG 2) of 20THNAVALCONSTRREG.
Duties
You will serve as the Training Pillar (T-Pillar) Lead for NCG 2, receiving, reviewing, and studying all policies and directives, regarding the T-Pillar, promulgated by higher authority which require action of any type by NCG2 or subordinate units.
You will serve as the Personnel Pillar (P-Pillar) Lead for NCG2, receiving, reviewing, and studying all policies and directives regarding the P-Pillar drafted by higher authority.
You will prepare and route Readiness Certification and Phase Completion messages required by NECC in support of subordinate unit’s FRTPs.
You will define and manage NCF Training Requirements including leading all Force-wide training initiatives; conducting periodic training reviews; supporting training resourcing with NCF Training Group.
You will be responsible for maintenance applicability and relevance of the Naval Construction Force (NCF) Training Manual (NCFTRAMAN).
You must have comprehensive and practical knowledge of DoD, Navy and NCF readiness reporting requirements, including in-depth RCRP and DRRS-N reporting programs.
You must have comprehensive and practical knowledge of NCF mission, structure, capabilities, training, concepts, policies, resources, equipment and practices relative to units Required Operational Capabilities and Projected Operational Environment.
You must have the ability and skill in common computer software programs including extensive spreadsheet and database management.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with the principles, practices and techniques to develop, plan, organize and administer training plans.
Experience with designing, revising and evaluating training plans based on scheduling procedures and knowledge of training resources.
Experience with the OPNAVINST 3501.1 15D Required Operational Capabilities (ROC) and Projected Operational Environment (POE), NCF Training Requirements 3502.2 Naval Construction Force Training Requirements, RCRP and Web-SKED.
Experience preparing and presenting briefs, presentations and factual reports, some being considered classified secret in nature and must be handled accordingly.
Experience as a subject matter expert taught by training commands to ensure it encompasses training program goals/objectives.
Experience with performing a wide range of functions and skill in analysis to evaluate information received for consolidation in a logical manner for presenting to the chain of command and higher authority.

Education

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
