You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the Equal Employment Opportunity (EEO)/Diversity and Inclusion Office, in the Corporate Operations Department of NAVAL SURFACE WARFARE CENTER, Port Hueneme Division, Port Hueneme, California.

Duties

You will serve as an equal opportunity specialist in support of the disability program and related programs, You will provide advice, guidance, leadership, and execution of comprehensive equal opportunity and affirmative action programs, You will support complaints, special emphasis, reasonable accommodation and alternative dispute resolution programs, You will manage data and prepare statistical reports from various Navy systems (e.g., NEAT, iComplaints), You will provide guidance, leadership, advice, implementation and execution of policies, regulations and requirements in the area of EEO and diversity programs, You will identify and define illegal discrimination through systematic fact finding, You will provide advice concerning affirmative employment action in response to inquiries, and to interpretation and application of policy to specific situations, You will develop the Command?s plan of action and milestones for the disability program, partnering with other Navy activities to review process and extract best practices for all disability program areas, You will make recommendations for improvement, and implement new initiatives, You will evaluate related EEOO program areas and identify program areas, review progress, and provide advice and guidance, You will analyze Command policies, practices, and structure to comply with laws governing the disability program, You will conduct evaluations and studies for significant trends relating to EEO, You will coordinate actions to develop flexible and timely solutions to problems and provide novel approaches where needed, or where no precedent exists, You will prepare annual multiyear reports by conducting statistical analysis of workforce data, conducting barrier analysis and measuring progress of objective and corrective action.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9 and GS-10 equivalency) or grade level in the federal service or equivalent experience in the private or public sector identifying and analyzing equal employment opportunity complaints to advise managers and develop affirmative action plans that will resolve equal employment opportunity problems. For the NT-03: Your resume must demonstrate at least one year of specialized experience equivalent to the NT-02 pay band (GS-5 through GS-8 equivalency)or grade level in the federal service or equivalent experience in the private or public sector analyzing facts by applying equal employment opportunity program laws, regulations, policies and principles to interpret and resolve inquiry cases. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the NT-04 pay band:
Successful completion of a Ph.D. or equivalent doctoral degree; OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
Successful completion of an LL.M. degree that is related to the position being filled; OR
A combination of experience and graduate education as described above that equates to one year of experience.

For the NT-03 pay band:
Successful completion of a master's or equivalent graduate degree; OR
Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR
Successful completion of an LL.B. or J.D. that is related to the position being filled; OR
A combination of experience and graduate education as described above that equates to one year of experience.
