About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US NETCOM Headquarters, Cyber Protection Brigade S-2 Section, Fort Eisenhower, GA.

Duties

Responsible for the implementation of Sensitive Compartmented Information Facility (SCIF) management and policies as the Security Manager. Information Security (INFOSEC) and Personnel Security (PERSEC) for SCI and collateral security matters. Responsible for performing a full range of difficult to complex functional security duties and assignments in support of the security program including information, physical, industrial, and automated information system security. Manages the Sensitive Compartmented Information (SCI) and collateral personnel security program within Cyber Protection Brigade and subordinates. Maintains continuing responsibility for the development, installation, and management of an effective information security program. Oversees the operation of the Special Compartment Information (SCI) program ensuring proper protection, use, and dissemination of SCI documents and materials. Initiates background investigations and maintains current files on all personnel authorized SCI and collateral access within Cyber Protection Brigade and keeping personnel informed on all changes. Reviews and develops Standard Operating Procedures to ensure daily operations are conducted IAW the appropriate policies and regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Subject to taking and passing an initial Counter-Intelligence Scope Polygraph within 6 months from start date and a Counter-Intelligence Scope Polygraph to be follow-on periodically.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • TS/SCI clearance is required and must be able to obtain and maintain a Top Secret security clearance based on a SSBI background investigation for access to Sensitive Compartmental Information (SCI).
  • Temporary Duty (TDY) travel may be required 25% or less of the time.
  • Required to be on call for a 7 day period (Wednesday to Wednesday).
  • Required to carry a government cell phone when conducting SCIF On-Call or other On-Call duty outside of normal duty hours.
  • Required to be on a 15-20 minute recall string.
  • Required to be trained to open/close the SCIF.
  • May be required to work occasional shifts, holiday work, and compensatory/paid overtime as required.
  • May be required to work additional non-standard duty hours during crisis or to meet mission tasking.
  • Stress is inherent in the nature of work: The many short-suspense actions and pressures of time from nearly all contacts contribute to heightened demands on the incumbent.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Information SecurityPersonnel SecuritySecurity Program Management Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
