You will serve as a LEAD PERFORMANCE ASSESSMENT REPRESENTATIVE in the FACILITIES ENGINEERING AND ACQUISITION DIVISION (FEAD) in the FACILITY SUPPORT CONTRACTS (FSC) BRANCH of NAVFAC NORTHWEST.

Duties

You will develop, coordinate, and review all proposed changes to Facility Support Contracts for contract modifications related to the assigned locations. You will ensure contract performance with the NS BOSC, RFSC, and other assigned contracts, by implementing and managing a Performance Assessment Program and any accompanying incentive plans in the contracts. You will actively manage training, professional development, and work allocation for multiple Performance Assessment Representatives (PARs) normally graded at GS-11. You will conduct a monthly review and update of contractor performance, quality control assessments, and program evaluation with the FSC Branch Head. You will prepare reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the FSC Branch Head. You will serve as the Contracting Officers Representative (COR) for Facility Support Contracts within NAVFAC Northwest.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting the FSC Branch Head in assignment of work to Performance Assessment Representatives (PARs) based on priorities, consideration of the difficulty, and requirements of the assignments and capabilities of the employees; 2) Identifying training needs of the PARs, initiating on-the-job training and recommending to the training coordinator any formal training considered necessary; 3) Conducting assessment procedures for areas of assigned contracts; and 4) Reviewing and analyzing monthly contractor performance data provided by FSCM, PARS, and customers.
