You will serve as a Contract Specialist in the Naval Supply Systems Command (NAVSUP) Fleet Logistics Centers (FLCs) of NAVSUP FLC NORVA GF.
Duties
You will be responsible for solicitation, analysis, evaluation, and negotiation of contractor's proposals for highly complex and highly technical requirements.
You will handle contracts that include both supplies and services such as technical equipment, parts, supplies, base support services, equipment maintenance services, and contractor support services.
You will serve as a Contracting Officer with the authority to contractually obligate the Government with monetary limitation of warrant.
You will be responsible for all aspects of complex and high dollar value procurements from early stages of planning to award.
You will conduct market research via the internet, verbally, or through written correspondence.
You will prepare solicitation documents utilizing the automated Procurement Desktop Defense System.
You will perform cost or price analysis, including review of cost breakdowns to determine reasonableness.
You will conduct pre-award and post-award functions.
You will negotiate with potential contractors.
You will serve as the principal contact for the contract and represent the command in conferences with industry, State and local government pertaining to the procurement.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Contract Specialist specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector applying thorough knowledge of Government contract laws, policies and regulations, including the Federal Acquisition Regulation (FAR) and/or the Defense Federal Acquisition Regulation Supplement (DFARS) as well as various contract types, methods and selection factors to plan appropriate acquisition strategies to procure complex requirements and conduct negotiations in both the pre and post award phases of contracting. I have experience utilizing commercial and industrial business practices, e.g. subcontracting of materials or services and use of cost analysis techniques, sufficient to identify sources, analyze cost and pricing data and contract proposals, and to evaluate offers for responsibility in order to procure extensive services and complex equipment. I utilize contracting automated systems such as Standard Procurement System (SPS), Federal Procurement Data System - Next Generation (FPDS-NG) Wide Area Work Flow (WAWF) and/or the Defense Finance and Accounting Service (DFAS) Vendor Pay. Examples of specialized experience may include the following: 1.) Conducts market research via the internet, verbally, or through written correspondence; 2.) Create and issue Request for Quotations (RFQs)and or Request for Proposals (RFPs),prepare and issue contracts, purchase orders, tasks orders; delivery orders and modifications; 3.) Prepares solicitation documents utilizing automated Procurement Desktop Defense System (also referred to as Standard Procurement System (SPS)); 4) Responsible for Soliciting, evaluating, negotiating, analyzing cost/technical/risk tradeoffs of proposals for complex and technical requirements; 5.) Incorporates provisions such as cost accounting standards, requirements for technical proposals with appropriate weighting factors, testing procedures, cost escalation factors, cost data requirements, and socioeconomic programs; 6.) Assists contract administration offices in the administration of contracts, including performance of termination actions, until final delivery and payments are completed and the contract is closed and retired; and/or 7.) Serve as Contracting Officer with the authority to contractually obligate the Government with monetary limitation of a warrant for complex and highly technical requirements.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
