You will serve as a Supervisory Contract Specialist in the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department of NAVSUP FLC NORVA GF.

Duties

You will be a subject-matter expert in Federal, DOD and DON contracting laws, regulations, principles and procedures, contracts and provisions throughout the organization. You will typically advise management and colleagues on difficult problems, conduct special studies, propose options and alternatives, and represent the command. You will initiate and conduct reviews and surveys to effect improvements in existing policy, regulations and procedures. You will participate in the overall planning, management and administration of operations regarding program directives, the sourcing process, and contracting activities. You will identify and apply appropriate resources and ensure all personnel are aware of their role and responsibilities to ensure program success. You will be responsible for the management of all projects executed by the Division and in support of the customer and a technical expert and senior Contracting Officer and negotiator for the division within the department. You will provide the leadership necessary to maintain an effective and productive workforce and ensure a continuous flow and exchange of information between employees.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position requires occasional travel.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing Contract Specialist work. Specialized experience is defined as applying a mastery knowledge of contracting advisory services to ensure regulations and requirements are met, and must include all of the following: (1) Utilizing a knowledge of Federal, DOD and DON contracting laws, regulations, principles and procedures, contracts and provisions to provide guidance and leadership to Contact Specialists and other subordinate personnel; (2) Utilizing knowledge of methods of contracting applicable to the acquisition of supplies, personnel, and non-personnel services to develop acquisition solutions; (3) Managing multiple contracting projects to ensure Program goals and objectives are met; (4) Analyzing existing policies and procedures to develop and implement improvements; (5) Communicating orally and in writing to collaborate across organizations to reach concurrence on processes, projects, and desired outcomes. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
