This National Guard Excepted Service position is for an Intelligence Officer, Position Description Number NGD2616000 and is part of the Intelligence and Security Office of the District of Columbia Army National Guard. -- This is NOT a REMOTE position; the incumbent will report to a Duty Station.

Duties

The purpose of this position is to serve as the Director of Intelligence and Security. This position has overall responsibility for all phases of the work of the organization and planning, directing, and administering the District of Columbia Intelligence and Security Programs. It also supervises positions engaged in substantive Intelligence Security work. This position: -- Oversees all the District of Columbia's ARNG Intelligence and Security activities, based on State force structure, equipment, and missions, which may include any or all of the following Intelligence programs and General Intelligence Security functional areas: Information Security (INFOSEC), Personnel Security (PERSEC) Sensitive Compartmented Information (SCI), Foreign Disclosure, Communication Security (COMSEC), Department of the Army Cryptological Access Program (DACAP), Security Education and Training Awareness (SETA), Industrial Security (ISP), The Army Language Program (TALP), Foundry Intelligence Training Program, Threat Awareness and Reporting Program (TARP), and Intelligence Oversight (IO). -- Reviews and analyzes supported State ARNG plans and operations to determine current and future intelligence and GIS requirements, i.e., information/intelligence, equipment, facilities, supplies, personnel, funds, etc. -- Advises senior leadership, using established metrics, on career progression for ARNG MI Soldiers and work with the State Force Integration Readiness Officer (FIRO) FIRO to address gaps in force structure that affect soldier progression and development. -- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. -- Performs other duties as assigned. Requirements

  • This Army National Guard position requires military membership.
  • Must be able to obtain and maintain a Top-Secret security clearance.
  • May be required to successfully complete a probationary period.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • May be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • Must attend the ARNG Security Manager Course within 12 months of hire.
  • Must obtain the Security Professional Certification(s) within 24 months of hire.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

Group III:Current and former Uniform Service Members (Active, Reserve, Guard) nationwide who are eligible for military membership in the DCARNG. MILITARY REQUIREMENTS: This Title 32 Excepted Service position requires membership in a compatible military assignment in the National Guard. Military Grades: ENLISTED Minimum: E-7 / SFC Maximum: E-9 / SGM OR Military Grades: OFFICER Minimum: O2 / 1LT Maximum: O4/ MAJ Applicants who exceed the maximum military grade listed above must submit a statement in writing that they are willing to take an administrative reduction in grade to the advertised military grade on the job announcement for which applying. Applicants who exceed the military grade will not be placed into the technician position until they have been administratively reduced to the military grade on the job announcement. Please note that exceeding the maximum rank does not automatically qualify you for consideration. Compatible Military Requirements - Military skill set is determined by the MOS requirements. Upon selection, the individual must be assigned to a compatible military MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the MOS. To qualify you must have experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Have experience preparing clear and concise written reports. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training developing and recommending policy, organizing, and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating, and organizing pertinent facts and to analyze and prepare clear and concise reports. Your resume must provide sufficient experience in managing the function of the work to be performed. Experience, knowledge, skills, and abilities in supervising others which includes leading, directing and assigning work of personnel. Experience will be evaluated based on duties performed rather than strictly on length of time alone. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. OTHER REQUIREMENTS: NATIONAL GUARD MEMBERSHIP IS REQUIRED. Must attend the ARNG Security Manager Course within 12 months of hire. Must obtain the Security Professional Certification(s) within 24 months of hire. Must be able to obtain and maintain a TOP-SECRET security clearance. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Education

There are no specific educational requirements for this position. However, substitution of Education for Specialized Experience is allowed.

To qualify for this position on the basis of complete education for specialized experience; the education must be a successful completion of a full 4-year course of study in any field leading to a Bachelor's Degree, in an accredited college or university.
