About the Position: You will function as a Civil Engineering Technician in the development, implementation, and administration of a variety of park management and recreation facilities. There will be some complex responsibilities due to changing priorities, program, procedures, and pertinent plans at the lake. This position will be located in Donelson, TN.

Duties

Analyze and evaluate the overall OM services contract program for parks and recreational areas having several major uses and facilities and recommends changes in plans and specifications. Develop specifications for inclusion in service contracts and writes specifications. Serve as Facility Inspector, conducting inspections as required by applicable regulations on sewage treatment facilities, structures, and related electrical and mechanical systems and equipment. Work with contractor to correct deficiencies. Conduct periodic inspections of construction sites to perform field engineering functions associated with contract administration. Perform the full range of field engineering functions to ensure a quality construction project. Serve as a credit card holder. Analyze and evaluate the overall service program for parks and recreational areas having several major uses and facilities and recommends changes in plans, specifications, and/or procedures as necessary.

Current Civilian Employees of the OrganizationCurrent Department of Army Civilian Employees Qualifications for GS-07 Specialized Experience: One year of specialized experience: assists in maintaining and establishing files of reference materials and pay estimates; assists in researching supply data such as catalogs; preparing operations logs and reports and maintaining cost accounting records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). The OPM Qualification Standard provides the following examples: technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. OR Education: one full year of graduate education (i.e., 18 semester hours) of graduate level education in a field directly related to the work of the position, such as: Engineering, Engineering Technology, Business, Business Administration, Natural Sciences (biology, geology, agriculture, ecology, plant and soil science, etc.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. Qualifications for GS-08 Specialized Experience: One year ofspecialized experience:which includes: maintaining a working file of reference materials used in the analysis process and compiles information to improve planning and estimating techniques; researching supply data such as catalogs, manufacturer's catalogs and commercial catalogs, specifications, and bulletins to determine correct nomenclature, stock numbers and possible sources of supply. Coordinating, planning, and scheduling actions with offices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). The OPM Qualification Standard provides the following examples: technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. OR Education: One and a half years of graduate level education in a field directly related to the work of the position, such as: Engineering, Engineering Technology, Business, Business Administration, or Natural Sciences (Biology, Geology, Agriculture, Ecology, Plant and Soil Science, etc.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. Qualifications for GS-09 Specialized Experience: One year of specialized experience which includes: performing field surveys for new construction and for alteration and repair projects to collect data for design to determine nature and condition of existing facilities; serving as Facility Inspector, conducting inspections as required by regulations on sewage treatment facilities, structures, and related electrical and mechanical systems and equipment; reviewing proposals prepared by contractors for conformance to design criteria and instructions, for accuracy and completeness, and for quality of design for practicability, economy, and suitability to functional requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). The OPM Qualification Standard provides the following examples: technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. OR Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field directly related to the work of the position such as: Engineering, Engineering technology, Business, Business Administration, Natural Sciences (biology, geology, agriculture, ecology, plant and soil science etc.) (Note: You must attach a copy of your transcripts.)(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
