The Tibor Rubin VA Medical Center is recruiting one (1) Management & Program Analyst (M&PA) assigned to Engineering. The position serves as the fiscal and procurement lead under the supervision of the Supervisory Healthcare Engineer, Major Projects Supervisor, Planning & Program Management Section, Engineering. Duties

The Management and Program Analyst (MPA) will serve as a Program and/or Project Manager in support of activation of new buildings or construction works, impact projects, and supporting contracts. A certified Contracting Officer's Representative (COR) and Programming and Project Manager (P/PM), the MPA knowledge, skills, and abilities include a high degree of organization, effective application of lean project management principles, productive collaboration with all stakeholders, accurate maintenance of documentation, and expertise in time management. Is responsible for accurately tracking and reporting program/project progress, including all metrics required by the Supervisor. To successfully complete a Major Project, the MPA will be work in parallel with and complementary to the Major Projects Activation Program Interior Design Lead (IDL) as well as one or more Major Projects Healthcare Engineers (HCEs). The MPA will also work with and utilize the assistance of administrative assistant(s) to complete work. Duties and responsibilities include but are not limited to the following: Maintains Contracting Officer's Representative (COR) certification to oversee the administration of assigned contracts. If not already certified upon taking position, must be certified within 120 days of employment. Contracts assigned will include but are not limited to: Activation procurements (distributed between MPA and IDL) Impact projects (distributed between MPA and HCE) Staffing contract(s) Maintains Program and Project Management (P/PM) certification and applies skillset to develop accurate government requirements, define measurable performance standards, and manage life-cycle activities to ensure that intended outcomes are achieved. If not already certified upon taking position, must be certified within 240 days of employment. Advises, assists, and supports the Major Projects Supervisor in business management as it relates to or impacts the Major Projects program. Develops schedule(s) for all recurring and non-recurring fiscal actions. Proactively collaborates with team, identifying information other members must provide, establishes deliverable milestones, and leads coordination meetings. Maintains and updates quarterly and annual budgets reflecting dynamic construction schedules, including but not limited to: Tracking of Fund Control Point (FCP) balances based on procurement status. Submits Transfer of Dispersing Authority (TDA) requests in accordance with project acquisition plans. Coordinates with local fiscal office, VISN fiscal office, and VHA Activation Program/Capital Asset Management. Creates business cases as needed. Completes cost estimates. Coordinate with the IDL and/or HCE to develop and execute activation procurement packages. Includes all Furniture, Fixtures, and Equipment (FF&E), service contracts; procured through Program Contracting Activity Central (PCAC), Network Contracting Office (NCO), or using purchase card (credit card). Ensures activation procurements are submitted to the contracting office prior to cutoff dates. Tracks procurement cutoff dates established by the contracting office and keeps open and active lines of communication with contracting officers. Creates schedule, including necessary milestones, phases, or sequencing for IDL to prepare complete procurement packages in the required time frame. Manages the preparation and submission of all documentation necessary to receive equipment procurement approval from the Strategic Equipment Planning Guide (SEPG) and Enterprise Equipment Request (EER) committees. Attends SEPG-EER committee meetings as required. Inputs or directs the input of procurement requirements (Purchase Orders using 2237 or Purchase Card) into Veterans Health information Systems and Technology Architecture (VistA)/Integrated Funds Distribution, Control Point Activity, Accounting and Procurement (IFCAP), either directly or via proxy Light Electronic Action Framework (LEAF) intranet portal. Coordinate with the HCE for government executed contracts during construction. Qualifications

o qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to project management experience, experience with construction techniques and methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time spent in appropriate activities. Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment Physical Requirements: The majority of work is administrative in nature, but incumbent may occasionally visit construction sites and must wear appropriate PPE as designated by OSHA. Job requires the ability to stoop, stand and kneel.
