The primary purpose of this position is to: GS-11: To serve as a budget analyst in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. All training requirements must be met prior to promotion. GS-12: To serve as a senior budget analyst performing a variety of budget functions. i

Duties

1. Serves as a senior specialist in budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for assigned organizations/programs into a consolidated budget request 2. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, reimbursement funds and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; and refunds. 3. Provides advice, assistance, and guidance on budgeting and related information 4. Conducts analyses, reviews, and special studies of budget and/or related information 5. Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs

  • This is a Financial Management Level 2 Certified position IAW the national Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • Must be available to support mobility or Readiness Center operations in an exercise of contingency situation
  • APPLIES TO GS-11 LEVELS ONLY: This is a developmental position. All training must be completed and regulatory requirements met prior to promotion.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN SPECIALIZED EXPERIENCE: GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing a variety of budget functions involving formulation, execution and/or analysis of budgets for programs and/or support activities. NOTE: Due to the use of 120 day rosters, this period of experience may be completed within 120 days of the closing date of this announcement OR EDUCATION SUBSTITUTION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Only graduate education in excess of the amount required for the next lower grade level (GS-09) may be used to qualify applicants for positions at grades GS-11. SPECIALIZED EXPERIENCE: GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing a variety of budget functions involving formulation, execution and/or analysis of budgets for programs and/or support activities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. 2. Knowledge of mission areas, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. 3. Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program plans and funding. 4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. 5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
