This vacancy is for a Foreign Trade Zones Analyst in the International Trade Administration within the Department of Commerce.
Duties
As a Foreign Trade Zones Analyst, you will perform the following duties:
Plans and manages major and continuing responsibilities for receipt, analysis, and recommended disposition (approval or non-approval) for requests for Foreign Trade Zones (FTZ) production authority
Provides technical guidance and/or assistance to analysts within the FTZ staff.
Develops new approaches in response to identified weaknesses and vulnerabilities of ongoing operations and develops agency-wide policies, procedures, and strategies for others to follow
Serves as bureau authority and spokesperson on FTZ program operations to other government agencies, to top business and industry officials, and to significant congressional staff and committees
Collects and analyzes operational and strategic information from a wide range of sources including other Federal, state, and local government agencies

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-14 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:
Applying the Foreign-Trade Zones (FTZ) Act and regulations to conduct analyses of applications of the FTZ program.
Responding to inquiries from companies on the use of and/or application for Foreign-Trade Zone status and authority.
Reviewing and/or preparing FTZ examiner's reports, correspondence, memoranda, and/or other written materials for synthesis of FTZ-related issues.
