This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is for an Operations Research Analyst in the Army Materiel Command Analysis Group (AMCAG). Serves as a team member who takes a scientific approach to analyze operations, organization, materiel, acquisition, or logistics systems
Duties
Provide in-depth statistical data analysis, programming, mathematical optimization, and simulations o support the decision-making process.
Perform investigative studies involving the development or application of analytic methodologies which extend beyond the present state of the art.
Responsible for working on analytic tasks that are unique and difficult to define, requiring unconventional approaches and the application and adoption of sophisticated analytical techniques.
Provide advice and guidance concerning policies, methods, milestones, and assists team in applying the appropriate problem solving methods.
Review and approve plans covering the details of projects including the approach, methods and procedures to be used in order to obtain optimum results.

In order to qualify, you must meet the education and/ or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience GS-07: One year of specialized experience which includes applying the basic principles, theories, and methods of quantitative and statistical analysis, mathematical logic, data science and techniques and methods of operations research in order to assist in the solving of complex problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research OR Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).ORCombination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Specialized Experience GS-09: One year of specialized experience which includes performing quantitative and statistical analysis; formulating methodologies to answer question(s); utilizing appropriate analytical models, simulations, or data science techniques in order to solve complex problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11: One year of specialized experience which includes performing quantitative and statistical analysis; formulating methodologies using operations research techniques in order to answer questions; utilizing appropriate analytical models, simulations, or data science techniques in order to solve complex problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-12: One year of specialized experience which includes participating in the detailed conduct of an analytic study and the preparation of a comprehensive report to inform decisions; utilizing operations research techniques such as data science, statistical analysis, simulation, and optimization in solving complex problems; conducting of systematic approaches to analyses and problem solving by: (1) defining the problem, (2) developing, evaluating and implementing models/decision support systems to address the problem, (3) manipulation of the models and decision systems, and (4) validation, appraisal, and application of these models. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience GS-13: participating in the detailed conduct and planning process of analytic studies and the preparation of comprehensive reports to inform senior leader decisions; utilizing advanced operations research techniques such as data science, statistical analysis, simulation, optimization, and machine learning in solving complex problems; conducting of systematic approaches to analyses and problem solving by study planning for multiple projects through : (1) defining the problem, (2) developing, evaluating and implementing models/decision support systems to address the problem, (3) manipulation of the models and decision systems, and (4) validation, appraisal, and application of these models.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
