Health Systems Specialist (HRO Officer) reports to the Medical Center Director for the Miami VA Healthcare System. The HRO Officer will oversee, coordinate, and lead the facility's High Reliability program, focusing on Just Culture and Zero Harm. Serves as a back up Health System Specialist in the office and may be detailed to fill critical administrative leadership positions within the facility and VISN to support continuity of health care delivery operations.

Duties

Duties include but are not limited to: Serves as the primary liaison as assigned on behalf of all elements of the healthcare system between the VISN and headquarters. Applying health care management principals to complex problem- solving situations. Mastery of qualitative and quantitative analytical skill to investigate and evaluate problems. Develops administrative and strategic operational initiatives of the organization. Identifying problems, analyze data, and recommend resolutions based on organization's objectives and priorities. Plans, organizes, trends, and reviews requests for resources within their assigned executive's chain of command. Coordinating and assisting in the preparation of policies related to high-quality health care delivery and providing expert consultation and advisory services to executive leaders in sustaining a High Reliability Organization. Coordinates and evaluates process and quality improvement strategies for clinical and non-clinical services in the management of High Reliability and Just Culture. Reviews policies and procedures. Reviews budget initiatives, subsequent justifications, and defends for the clinical/administrative service/program to the Director. Coordinates and participates in strategic planning. Reviews audits and evaluations conducted at the facility. Develops and analyses recommendations to measure projected impact of proposals on projects and programs. Leads fact-finding and administrative board of investigations for evidence-gathering. Conducts analytical studies on particular operational processes, issue topics, or related special projects. Serves as the Director's line of authority and may be assigned under general supervision of a senor executive leadership team member. Leads and participates in task force/research groups to analyze problem areas. Recommends adjustments to improve existing policy or procedures. Completes other tasks as assigned. Remote: This is not a remote position. Work Schedule: Monday - Friday; 8:00 AM - 4:30 PM Position Description Title/PD#: Health System Specialist (HRO Officer)/PD08401-A Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary, and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to other facility sites of care, interviews, meetings, and sources of information.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Health System Administration Series, 0671, has an Individual Occupational Requirement (IOR): Undergraduate and Graduation Education: Major study -- Hospital Administration, Public Health Administration, or related fields such as Business or Public Administration with course work in Health Care Administration. Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized Experience Includes: Participate and lead fact-finding and administrative board of investigations for useful, effective evidence-gathering and reliable, efficient fact-finding in a wide array of circumstances. Reviews audits and evaluations which are conducted at the facility. Coordinates and participates in strategic planning throughout the healthcare system. Conducts analytical studies on particular operational processes, issue topics, or related special projects. Applying advanced qualitative and quantitative techniques in order to perform thorough management analysis of current and projected diagnostic service programs. Management of Government Accountability Office and OIG action items. Obtains data and prepares replies to correspondence for the signature of the Medical Center Director, Network Director, or for the appropriate VA Central Office. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-13 level.
