The incumbent will serve as the Supervisory Program Specialist. This includes overseeing projects impacting National Forests, associated partners, communities, & non-government organizations.

Duties
Reviews, evaluates, and approves overall program of work, work plans, and modification of functional program areas for which the position is responsible.
Monitors program accomplishment, resolves issues, and coordinates program and the integration of projects with applicable staffs.
Exercises leadership by coaching, facilitating, and teaching team members. Initiates and guides new continuing projects affecting support areas.
Provides leadership, coordination, direction, inventory planning, and budgetary oversight for recreation and landscape management program areas to include recreation, wilderness and lands.
Develops natural resource program management objectives, plans budgets and manages related information for identifying work force and organizational requirements and priorities.
Manages recreation allocation, ensures legal compliance of expenditures and accomplishes multicultural organization activities and equal opportunity and civil rights requirements, goals, and objectives.
Develops and recommends policies, programs, plans, and objectives for the Forest based on needs and directives from higher authority.
Monitors and reviews activities on the Forest for adherence to Chief, Regional Forester, and Forest Supervisor directives and prepares reports of findings.
Provides oversight for activities in support of Forest programs. Recommends course of action for issues requiring line management decisions.
Establishes and maintains internal and external work relationships vital to the Agency at the Forest level including those with prominent individuals and organizations who apply public pressure to further special interest with Agency objectives.
Coordinates and develops uniform direction with other Federal, State, and local agencies such as the State Department of Environmental Quality, and various agencies, counties and communities.
Represents the Agency in assigned activities. Participates with top management officials to furnish specialized information for use as a base for policy-making and overall planning.
Incumbent serves as a member of the Forest Leadership Team to formulate plans, policies, and objectives for the Forest.
Requirements
- Must be a U.S. Citizen or National.

Specialized Experience Requirement:
For the GS-13: You must have one-year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Providing leadership and/or guidance in the management of recreation, cultural resources, environmental coordination, wilderness, lands, minerals and/or administrative services. Interpreting and developing guidelines and regulations for planning, organizing and directing the work of a team, sufficient to supervise and lead people in accomplishing mission objectives and ensure all projects, programs and deliverables successfully meet program requirements and are carried out in the most cost-effective and efficient manner. Preparing and/or assessing short-range and long-range functional resource and fiscal plans to ensure compliance with land management planning policies and regulations. Participating in land management practices that may affect the ecological, social and economic situation of an Agency and its stakeholders. Working closely with agency staff to coordinate and integrate programs and projects to meet resource objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
