The primary purpose of this position is to serve as a senior expert and advisor for leading the management and direction of the Human Resources Planning and Integration Division with overall responsibility for civilian force management policies that guide the support of civilian airmen through the talent management cycle.

Duties

The incumbent manages the development, coordination and implementation of agency-wide policies and/or programs for the major areas of Human Capital, ensuring alignment with the Air Force Talent Management Strategic Objective and compliance with overarching policies established by DoD, OPM, and presidential executive orders. As part of the Planning and Integration Division serves as expert analyst who has mastered the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Exercises supervisory personnel management responsibilities. Represents the Directorate with a variety of organizations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the full range of federal human resource management principles, concepts, and practices, statutes, executive orders, regulations, and other directives governing civilian personnel functions relating to classification, recruitment, placement, compensation, performance management, workforce management and workforce shaping. Mastery of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes. Expert knowledge of the organization, programs, missions and functions of Headquarters, Department of the Air Force, Air Force Human Capital Enterprise MAJCOMs, Office of the Secretary of Defense (OSD), along with knowledge of analytical and investigative techniques to conduct staffing requirements and utilizations. Mastery of advanced principles and practices in installation management, including strategic planning, strategic thinking across Air Force level enterprise, and organizational behavior and development. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the full range of federal human resource management principles, concepts, and practices, statutes, executive orders, regulations, and other directives governing civilian personnel functions relating to classification, recruitment, placement, compensation, performance management, workforce management and workforce shaping. 2. Ability to provide leadership, advice, and counsel in the development and implementation of federal, human resources program and policies. Ability to communicate effectively, both orally and in writing and establish effective working relationships with others. 3. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization. 4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. 5. Knowledge of safety and security regulations, practices and procedures. 6. Skill sufficient to concurrently manage several, complex multi-mission projects that are of major importance to the Civilian Force Development Directorate and HQ USAF. Often, these projects will have unique and difficult to define solutions requiring unconventional approaches. Inherent with managing high-visibility projects, incumbent must be capable of making decisions or recommendations significantly changing, interpreting, or developing important public policies or programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
