THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number T5262000 and is part of the PA United States Property and Fiscal Office, National Guard. 2 or more Position(s) may be hired against this Announcement.

Duties

As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-09, you will serve as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment. Ensure that traffic management and transportation services required to support the mission are accomplished. Inspect, or provide for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Procure domestic and international travel for both military and civilian passengers. Maintain all transportation related automated systems and databases to support the Traffic Management Programs for the State. Perform other related duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. AOC C: Open to the public. Supervisor for this position is Ms. Kristen English. *NOTE: Accessioning into this position is contingent upon verification of Tier 1 Security Clearance. GENERAL EXPERIENCE: Experience of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Application must indicate 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
