Duties
As a PROGRAM ANALYST, you will:
Conduct analyses of regulatory and statutory proposals, initiatives, and multifamily housing program proposals submitted for review by outside parties, including use of analytical models to estimate program impacts, and evaluation of projects and initiatives based on sophisticated analytical processes.
Recommend and develop research programs and strategies to assess program effectiveness; prepares policy proposals that are based on the results of those evaluations.
Serve as a Government Technical Monitor on contracts involving multifamily housing activities, including reviewing contractor's work products, adherence to contractual requirements, initiating/recommending corrective actions, and consulting with the GTR (Government Technical Representative) associated with the contract.
Review and analyze legislative proposals based on the Department's overall goals and program needs to ensure that there is no negative impact of such legislation on existing multifamily housing policies or legislation.
Develop legislative proposals and coordinates their development by program offices.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Developing solutions to problems and issues related to Multifamily housing programs; AND
Managing grants and cooperative agreements and providing grants-related assistance and services; AND
Coordinating and supporting a variety of Multifamily housing asset management functions (e.g., implementation of Section 202 Supportive Housing for the Elderly or Section 811 Housing for Persons with Disabilities, the Multifamily Housing Service Coordinator Program, Project-based Section 8, preservation of affordable housing, rental subsidy administration, grant administration, risk management, Low-Income Housing Tax Credits, -c-ompliance) AND
Applying advanced analytical and evaluative techniques to research and gather information, sufficient to accomplish the most complex grant and cooperative agreement functions AND
Consulting with, and providing technical assistance to program officials, citizens groups, and government officials on a variety of Multifamily housing related technical matters.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
