The primary purpose of this position is to serve as the program manager and subject matter expert for a variety of technical efforts that underwrite the success of organizational combat operations.
Duties
Plans, coordinates, and manages a specialized Advanced Operator Training Course (AOTC).
Initiates and manages new equipment and system proposals to satisfy validated operational requirements.
Serves as the senior technical advisor to higher headquarters.
Conducts liaison and planning with governmental agencies and joint commands to advance technical requirements for equipment and procurement and to enhance interoperability.
Serves as the senior technical advisor on contracts.

- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation.

- This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
- The work frequently requires temporary duty (TDY) travel at various CONUS and OCONUS locations, possibly for extended periods of time in hostile and/or isolated environments. This may require travel on military or civil aircraft, ships, and vehicles.
- Overtime may be required. Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Employee must meet all position certification requirements. Employee performs other duties as assigned.
- May be required to direct the work and/or train military personnel, federal employees, and contractors.
- The incumbent may be required to work independently in the absence of the supervisor, requiring process oversight, schedule development, equipment management, and individual problem resolution.
- Employee will be issued a pager and may be required to respond both while on and off duty. This may include reporting for duty during other than normal duty hours.
- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
Qualifications
CONDITIONS OF EMPLOYMENT CONT-
The work may require the employee to conduct freefall and/or static line parachuting, perform underwater operations, utilize alternate insertion/extraction methods, handle weapons/explosives, and drive motor vehicles and/or water craft in support of diverse mission, training, exercises, test, and maintenance requirements. An appropriate, valid driver's license is required for the position, and the employee must possess or be able to obtain and maintain a FAA Class III flight physical if the commander so requires.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Equipment Services Series, 1670.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Special Tactics operations, procedures, techniques, technology, tactics, systems, equipment, and methods which may include advanced force protection, mission planning, command and control, close target reconnaissance, surveillance, small unit tactics, alternate insertion/extraction training, tactical vehicle operations, vehicle acquisition, advanced communications, air traffic control, navigational aids and radar beacons, fire support using various aircraft, munitions weaponeering, collateral damage control, assault zone operations, personnel recovery operations, battlefield trauma, weather reporting, and intelligence; Knowledge of system life cycle concepts and design as they apply to system research, development, acquisition, and Production; Knowledge of operational security to work with sensitive equipment and operational concepts; Knowledge of governing documents in order to develop, coordinate, and implement equipment and operational plans and policies at the command and organizational levels.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Special Tactics operations, procedures, techniques, technology, tactics, systems, equipment, and methods to serve as an operational baseline for technical work and interface.
2. Knowledge of basic theories and principles of specialized TSE systems design, specifications development techniques, and organizational functions involved in TSE, as well as an understanding of acquisition and maintenance requirements. Knowledge of specialized TSE principles, practices, system analysis concepts, and methods in order to install, configure, test, and implement required modifications and to assure hardware and software program interface with technical operating systems.
3. Knowledge of cellular, satellite, and operating systems principles, practices, and methods, life cycle management techniques, operating environments, new and emerging technologies, and security measures and principles.
4. Knowledge of operating principles, methods, and the operating environment in order to monitor system performance and interface with applications developers to determine the effect on end-user applications resulting from changes to the operating environment.
5. Knowledge of testing technical surveillance systems and project management methods sufficient to optimize systems performance, troubleshoot performance problems, and perform a wide range of system administration. functions. Knowledge of contractual processes, procedures, and technical requirements.
6. Ability to analyze, modify, and develop systematic changes to parts of a system that require significant revisions in the
logic or techniques used in the original development. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. Ability to establish and maintain working relationships and to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
