The primary purpose of this position is to serve as a technical advisor and maintainer for the Maritime Operations function in a Special Tactics (ST) unit. This includes maintenance, operation and training of a wide range of complex and sophisticated dive/maritime related equipment as well as complying with HHQ mandated reporting and equipment accountability programs.

Duties
Manages and maintains unit assigned diving related equipment/systems.
Manages, maintains and operates unit maritime related equipment/systems.
Serves as technical advisor to unit leadership and operational personnel for diving/maritime related matters.
Provides formal and informal training to include over-the-shoulder, classroom, demonstration, one-on-one, and spontaneous training.

This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Equipment Services Series,1670.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. Specialized practical and theoretical knowledge of a comprehensive range of maintenance concepts, principles, and practices related to systems and equipment used in Special Tactics diving and maritime tactical/training operations including those that have complex technical requirements and require extensive specialized training and experience.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in the manufacture, repair or maintenance of equipment. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill of a wide range of operation/maintenance concepts, principles, and practices for DoD approved underwater breathing equipment, support systems, recompression chambers, small marine watercraft/engines, marine hydraulic systems specific open/closed circuit diving equipment, SCUBA equipment, high pressure gas systems, high altitude oxygen systems, and other related Special Tactics maritime systems and equipment.
2. Knowledge of and familiarity with military diving, operations and/or safety directives, regulations, applicable to DoD, USN, USAF, USSOCOM, and AFSOC. This includes the Material Safety Data Sheet (MSDS) and hazardous material program.
3. Knowledge of and skill in the use of the U.S. Navy 3M program as it applies to diving for near, mid, and long-term equipment requirements as well as other HHQ reporting and management programs.
4. Knowledge of the maritime tactics and techniques used by Special Tactics forces to include watercraft airborne/airdrop delivery systems.
5. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; identifying and analyzing complex technical problems and developing innovative solutions and load preparation/rigging, conducting parachute/swimmer/diver recovery methods and procedures.
6. Ability to communicate well, both orally and in writing; plan, organize, reprioritize, and develop work to meet changing deadlines; develop and conduct training to ensure proper maintenance of assigned systems/equipment and providing technical advice and direction in the form of briefings, reports, and written recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
