This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The major duties are:
Planning, directing, controlling, and coordinating comprehensive distributive outpatient pharmacy services to the Medical Center and the Community Based Outpatient Clinics.
Maintains optimum workflow patterns to keep outpatient window prescription waiting time, aka Bingo Time, below the VISN criteria while ensuring accurate dispensing and record keeping.
Effectively organizes workload, directs outpatient activities, plans short and long range objective/goals, solves problems, and achieves established goals within budget and staffing restraints.
Oversees day-to-day maintenance and operation of pharmacy equipment and automation.
Assures that all aspects of pharmaceutical control, drug accountability and drug security are maximized and are in compliance with VHA, medical center and Pharmacy Service Line policy and procedures and other applicable FDA, DEA, State, and Federal regulations. The Program Manager for Outpatient is fully responsible to assure that medical center and Pharmacy Service policies on computer security, physical security of pharmacy areas, and security of controlled substances and confidentiality of sensitive patient information are adhered to by all pharmacy employees.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
English Language Proficiency: Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Preferred Experience: Self-motivated and experienced outpatient pharmacist with demonstrated leadership ability. Exhibits exceptional interpersonal skills through the establishment and maintenance of collaborative relationships within and outside of the Pharmacy Service. Candidates should have a strong outpatient background and be familiar with outpatient pharmacy operations (including pharmacy call center) and processes as well as have experience in developing, implementing and assessing programs and/or projects for pharmacy. Extensive skills related to problem solving, analyzing workflow and performance of others, performance improvement principles, policy development, records management, and competency reviews. Demonstrated flexibility to quickly adapt to changes, handle multiple inputs and tasks simultaneously, and accommodate new situations and VA Directives. Experience in Pharmacy procurement, DEA Rules and Regulations, FDA, OSHA, OIG, Medication Management Chapters for The Joint Commission, and VA Choice Program.
Grade Determinations: Must have 1 year of experience equivalent to the next lower grade level, (GS-12).
Knowledge of a specialized area of clinical pharmacy practice or a specialty area.
Ability to effectively supervise subordinate staff.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards pertaining to pharmacy.
Skill in managing people or programs.

The full performance level of this vacancy is GS-13.
Physical Requirements: This position may require lifting of 15-44 pounds, walking for 2 hours and standing of 4 hours, reaching above the shoulders, and use of fingers; far vision correctable in one eye to 20/20 and to 20/40 in the other eye; ability to distinguish basic colors; ability to distinguish shades of color; Hearing aids permitted; must have emotional and mental stability. Must work closely with others and around machinery with moving parts.
