The primary purpose of this position, QUALITY ASSURANCE SPECIALIST (ELECTRONICS) GS-1910-11, is to perform inspections as directed for the compliance and evaluation section. Conduct in-house and on-the-job training of inspectors. Monitor Quality Information Management Standard Systems database to validate consistency in inspection grading and application of policy.
Duties
Develop, deploy, track, analyze, and provide follow-up reports on the effectiveness and efficiency of Electronic Division (MAL) Quality Assessment Program (QAP) and Quality Improvement initiatives.
Evaluate and inspect MAL production branches and support functions for compliance with DoD, OSHA, ANSI, NEC, AF, AFMC, Hill, and MAL guidance.
Serve as tech consultant on maintenance processes as relates to a quality improvement philosophy, advising management, staff and division personnel the latest developments in quality programs relevant to MAL/MAPL for the branch and subject matter area they are assigned.
Report to the division, branch, and section chiefs on the effectiveness of the production processes and degree of compliance as related to governing directives.
Communicate to the division, branch, and section managers the current quality climate, projects, actionable events, milestones, processes under review, and estimated completion dates.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience
Specialized Experience: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes: Reviewing production activities and capabilities in light of contract quality requirements; Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans; Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system; Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance; Identifying inadequacies and requesting corrective action; Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods; Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities; Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals; and Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

EDUCATION: Applicant must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position or LL.M. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree with major study in any combination of courses such as those shown above, or LL.B or J.D., and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of principles, concepts, and methodology related to one or more quality process improvement techniques; skilled in applying root cause analysis and various problem-solving techniques to obtain a corrective action, which reduces cost and improves operations; ability to plan, implement, evaluate, and analyze customer satisfaction.
Knowledge of depot maintenance and modifications programs, policy, procedures, directives, operating instructions, technical data and industrial processes as it relates to aircraft systems, maintenance, and quality assurance functions.
Knowledgeable on the practices, policies, and procedures of administrative activities that support aircraft and depot maintenance, i.e. contracting, office administration, engineering, production, procurement, safety and supply.
Comprehensive knowledge of a broad product area (e. g, avionics, electronic and electrical equipment, aerospace equipment, components, and systems) including: product specifications and standards.
Ability to communicate orally and in writing to provide managers, supervisors, and employees program status, requirements, and evaluation/analysis results.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS: Duties involve prolonged standing, climbing, bending, and walking to perform program coordination, analysis, assistance, and inspection responsibilities. Duties also involve a great deal of computer use in conducting analysis, monitoring databases, and performing research.
WORK ENVIRONMENT: In addition to those duties, which are accomplished in an office setting, the nature of the work required that the specialist on a regular and recurring basis be exposed to potentially dangerous situations. The work required knowledge and application of special safety devices for Electro-static discharge, use of chemicals, cleaners, excessive temperatures for ovens and freezers used in production processes, respiratory protection, and general industrial safety operations/precautions.
