The primary purpose of this position, GS-1910-12, Quality Assurance Specialist, is to perform as the Project Officer/Contracting Officer Representative (PO/COR) to check, evaluate, and report contractor performance.

Duties

As a Contracting Officer Representative, Evaluates the Quality Management System, ensuring that all contractual, regulatory, and administrative requirements are met. Provide advisory and hands-on assistance to functional area personnel involved in developing/revising technical specifications, Performance Work Statements (PWS), Statements of Work (SOW), Statements of Objectives (SOO), Quality Assurance Surveillance Plans (QASP), Performance Requirements Summary (PRS), and COR checklists. Review and evaluates a wide range of pre- and post-award contracting actions to ensure all regulatory and procedural requirements have been met. Manage policy development, planning, review, research, and program execution for the 388th Fighter Wing's mission.

  • The employee must, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. Administrative and Management Positions, to include the individual Occupational Requirements (IOR) for the GS-1910, Quality Assurance Series, 1910. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: assist with researching a variety of policies and regulations to develop the installation's Quality Management System ensuring the activity's contracts are effectively awarded and administered; aid in the review a wide range of specialized equipment, supply, service, and construction contracts; analyze contract changes for propriety of acquisition method, contract type, and documentation; and conduct analyses of problem areas; completing technical and specification writing to provide advisory, consultant, and hands-on assistance to technical and functional area personnel engaged in developing PWSs, SOWs, QASPs, etc. as well as prepare written guidance and decisions, to explain and defend decisions to contracting personnel, contractors or higher level reviewing officials; and to prepare training materials and to conduct training. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Federal Acquisition Regulations, Executive Orders, DoD, AF, and MAJCOM policies, regulations and procedures and a wide range of contracting methods and types. Level II Production, Quality, and Manufacturing (PQM) certification as a Quality Assurance Specialist is required to formulate policies and procedures to monitor contract compliance,and develop a QA plan. Knowledge of pre/post award contracting policies and procedures to conduct reviews of a full range of contracts, contracting plans, and contract changes for propriety of acquisition method, contract type, and documentation. Knowledge of commercial business practices and market conditions applicable to program and technical requirements. Must have comprehensive knowledge of principles, concepts, and methodology related to Instructional System Design (ISD). Ability to communicate effectively, both orally and in writing. Also to recognize and analyze problems; conduct research; summarize results; make appropriate recommendations; and prepare training materials and conduct training. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
