This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), National Institute of Justice (NIJ). This NIJ position ensures that DOJ meets all its legal requirements to implement and monitor human subjects program (HSP) issues and provides support to NIJ's current HSP Officer in addressing urgent HSP matters.

Duties

Serves as a scientific member of the Institutional Review Board (IRB), a federally mandated committee charged with responsibility to review proposed research in order to ensure that the rights of research participants are protected and that risk of harm to participants is minimized. Plans, implements and evaluates the effectiveness of policies, programs, systems and procedures to ensure compliance with the Federal Policy for the Protection of Human Subjects as well as the Department of Justice (DOJ) confidentiality of information statute and regulations. Assists the Human Subjects Protection Officer in reviewing all research study proposals to be conducted in, by or through funding offered under the auspices of National Institute of Justice (NIJ) and advises and assists collateral duty human subject protection liaisons in other offices and bureaus in the same review processes and procedures in their organizations, to determine what compliance measures are warranted whenever human subjects are involved.

Qualifications

Basic Entry Requirements: Degree in behavioral or social science; or related disciplines appropriate to the position. -OR- Combination of education and experience that provides the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. -OR- Four years of appropriate experience that demonstrates the acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Researchs procedures and protocols in, and related to, both the social and physical sciences, as it relates to the human subjects program. Advises legal and scientific experts on human subject protection requirements. Utilizes laws, rules, regulations, policies, practices and procedures involving or pertaining to human subjects protection (28 CFR Part 46). Researched misconduct policies and procedures, as it relates to the human subjects program.
