The VA Long Beach Healthcare System has one (1) vacancy for a Management Analyst located in the Health Informatics Service. The incumbent works under the direct supervision of the Chief Informatics Officer providing administrative support and oversight of the Office of Connected Care programs including Telehealth and MyHealtheVet, and administrative support to national and local initiatives linked to digital innovations developed by the VA National Artificial Intelligence Institue (NAII).
Duties
Duties include but are not limited to:
Serves as technical expert and consultant to facility and healthcare group leaders on data management, data mining, and data representation techniques that inform the monitoring, evaluation, and improvement of programs.
Participates in the development of health informatics tools that can be used to appropriately monitor clinical care processes, outcomes, and patient safety.
Designs, develops, and supports the technology infrastructure for the extraction, report interface creation, storage, and seamless presentation of clinical and administrative data available throughout VHA.
Manages programs within the Office of Connected Care (OCC) (i.e. Telehealth and Myhealthe Vet). Role is to maintain/improve existing programs, implement new programs/changes from National OCC, track change management progress.
Translates data, including telehealth and myhealtheVet related data into meaningful information for healthcare groups and management.
Interacts one-on-one with members across the facility, including executive leadership, senior analysts, and management workgroups to execute projects in support of data, information, and knowledge needs.
Provides expert analysis of clinical or administrative data highlighting patient care opportunities and evaluating facility performance in the
areas of clinical care, patient satisfaction, access, productivity, consult management, SAIL, utilization management, efficiency, provider peer review, performance improvement, MCA, finance, and VERA, among others.
Contributes to the strategic planning and administrative management of LBVAHCS-wide data through assessing, organizing, developing, managing, and evaluating virtual and digital healthcare data available in the CDW as well as in local databases.
Other Duties as assigned.
Work Schedule: Monday - Friday, 7:00am to 3:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serves as the subject matter expert for to electronic health records and associated clinical software to access and extract data/information and to prepare recurring reports; development and oversight of information related to patient care; identification and development of administrative and clinical policies and directives for clinical software packages; application and interpretation of statistical analysis related to patient management systems; development of educational programs and instructional materials and tools to educate users and support staff at all levels of the organization and train others to deliver educational programs in the use of the EHR; collaborates with technical, clinical and administrative staff to develop system requirements while understanding system capabilities and limitations; experience in health care, clinical systems, information management and information technology.
