This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Modified Direct Hire Auth, Section 1109; PL, 116-92, dated 12/20/2019 to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position perform the full range of masonry and asphalt work and operates motor vehicle and engineer equipment with Department of Public Works located on Fort Liberty NC.
Duties
Prepares surface by cleaning and priming with RIC 2 (a tar)-Determines amount of asphalt required.
Drives truck with 4-ton capacity or over, which may have up to ten-wheel drive.
Patches holes or worn places in asphalt pavement. Inspects work to be done and determines repairs to be made.
Operates gasoline or diesel powered road sweeper equipped with heavy rotary brooms.
Drives sweeper along streets and roads, following established route and maintaining appropriate speed for effective operation.
Drives roller, manipulating controls to move backward and forward and to steer. Works to lines and stakes established.
Performs operator's maintenance on equipment such as filling with fuel, water, and making minor adjustments.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The employee will be required to successfully pass physical examinations as required by Federal and Office of Safety and Occupational Health Administration guides.
- This position requires a Class B Commercial Driver's License (CDL). Must possess and maintain.
- This is designated as essential during inclement weather.
- This position is subject to a pre-employment screening, and random testing.
- One year trial/probationary period may be required.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Roads Maintenance Worker ~ without more than normal supervision. I have the ability to perform common Roads Maintenance Worker tasks such as patching holes and worn places in asphalt pavement, repairing road surfaces, and painting crosswalks. Drives wheeled type tractor with towing attachments such as auger and leveling blades to set fence posts and forms. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORTS: Position requires work to be performed around chemicals, dust, gasses, odors and hot and cold fumes. Work is performed in an inside environment 10% of the time, 90% outside. Required to drive a truck that exceeds 26,001 pounds both automatic and standard, street sweepers, backhoes, wheeled tractors, leaf machines, and pothole trucks. Other machinery and equipment used is crimpers, pliers, wheelbarrows, rakes, shovels and hammers.
WORKING CONDITIONS: Works inside and outside. Is exposed to dirt, dust, and soot in part of work. Some work is performed in all types of weather, often in an open driver's seat or platform, on hills, slopes, grades, rolling surfaces, and forests. The operator is exposed to injury due to the possibility of the equipment overturning. Subject to noise, vibration, dust dirt, and fumes from the motor and exhaust. May be required to wear and/or use protective equipment in accordance with established health and safety regulations and SOP's.
