A successful candidate in this position will support the Nevada Field Office (NFO), by serving as a technical expert and Program Representative with primary responsibility for providing oversight for infrastructure programs executed at the Nevada National Security Site (NNSS). This position provides advisory communications to NFO management with respect to all facility and infrastructure projects accomplished at the NNSS and outlying facilities.
Duties
The incumbent will serve as a Program Manager. Duties include:
Oversee development of detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects.
Provide Field Office input for consideration and validation as part of the Contractor Performance Assessment Reporting System (CPARS) and Corporate Performance Evaluation Program cycles, as well as provide comprehensive review of and feedback on program documentation including triennial SME reviews with NNSA/NFO management.
Manage short- and long-range planning activities that include multi-year work plans.
Plan and initiates a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance.
Participate in meetings with internal and external customers to determine program status, milestones, and coordination of each to detect, in advance, potential deficiencies and develop action plans for improvement.
Serve as the NFO lead for maintaining technical and programmatic awareness of program guidance, lifecycle plans, deliverables, milestones, financial plans, explanation of changes, costs, and work authorizations for the portfolio of infrastructure projects executed at the NNSS.
Provides leadership as the Nevada Field Office Subject Matter Expert for the complex construction and recapitalization projects with multiple nuclear safety, radiological, fire, industrial and occupational safety, and technical challenges requiring an extensive network of contractor and federal technical, and procurement professionals.
Qualifications
SPECIALIZED EXPERIENCE
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NN-03; EN-III or GS-13.
Specialized experience for this position is defined as:
Must have one year of specialized experience, equivalent to the GS-13 in the federal service that includes experience conducting oversight specific to the infrastructure, maintenance, recapitalizations, mission, functions, and operations executed at the Nevada National Security Site; and interacting and collaborating with stakeholders to provide relevant comprehensive advisory communications to senior management.
Examples of Qualified Experience that May Be Qualifying:
Experience in conducting oversight and evaluation of infrastructure programs including recapitalization, Maintenace and operations.
Experience interpreting, implementing, and overseeing compliance with laws and regulations related to infrastructure and recapitalization programs.
Experience managing short and long-range planning activities that include multi-year work plans.
Experience establishing program objectives and units of measure for determining when objectives have been met in coordination with headquarters' elements and as set forth in G2.
