Duties

As the Manager, Nevada Field Office, you will have responsibility for: 1) the safe and secure operation of facilities under the purview of the field office; 2) support for NNSA programs to ensure their success in accordance with requirements; and 3) the long-term sustainability of the Nevada National Security Site (NNSS) to support NNSA, DOE and other government agencies' programs and projects. Additionally, you will: Ensure adequate safety, security, and materials control and accountability of weapons components, high explosives, and special nuclear material; oversee program execution and infrastructure and facilities operation and maintenance. Administer and oversee the performance of the NNSS Management and Operating (M&O) contract through the Contracting Officer Representative authority to direct, oversee, and evaluate work. Oversee implementation of environmental compliance, security, and health and safety programs, and interface with the Defense Nuclear Facilities Safety Board. Develop goals, objectives, and strategic plans for the Field Office, review NNSS strategic plans, and provide input to the M&O contractor. Perform federal construction project oversight for the Field Office, including oversight of program and project management for line-item construction project activities, general plant projects and capital construction projects at the NNSS.

They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment. Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: MTQ 1: Experience partnering with other leaders to develop and execute strategic plans and establishing and communicating mission priorities and progress to internal and external stakeholders. MTQ 2: Experience providing oversight of facility management and site operations, and leading and directing in-house operations for a complex enterprise (including both technical and support personnel) to ensure long term viability of organizational assets. MTQ 3: Knowledge of and experience in partnering, directing, and providing oversight for multiple contractors with a large and diverse workforce responsible for executing complex technical, safety, security and business activities. Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered.
