The primary purpose of this position is to serve as a lead management and program analyst and lead action officer responsible for applying program experience to analyze and evaluate issues, develop recommendations, and determine necessary policies, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned major command IT programs.

Duties

Applying background experience, analyzes, develops, and evaluates issues, and develops detailed plans, goals, objectives, and recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations for long-range implementation in assigned program area. Programs impact multiple USSPACECOM assigned mission areas in the Service Delivery Model and information technology arena such as strategic deterrence, global strike, space and cyber space operations, information operations, and global command, control, intelligence. surveillance and reconnaissance. Provides authoritative guidance, advice, and policy interpretation to senior management official, and program managers concerning management advisory services in dealing with difficult, complex, and often controversial issues. Establishes. revises, and reviews policies, procedures, mission objectives, and organizational design. as necessary. to predict and eliminate challenges to mission accomplishment. Evaluates non-standard or emerging operational requirements, assesses impact on assigned structures and programs, and develops recommendations. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares detailed plans, budgets, and schedules for assigned major programs and/or participates with management in planning, programming and advocating. Performs a broad range of military requirements analysis entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies. Leads and conducts studies of issues arising in varied subjects of advanced difficulty and complexity. Researches, analyzes, plans, and coordinates the development of new concepts and requirements in the assigned AOR entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies. Performs studies of issues arising in varied subjects of advanced difficulty and complexity. Reviews OSD, JCS, and other war fighting-related documents to determine impacts on command mission and develops inputs. Establishes assumptions, measures effectiveness of approaches, and evaluates alternatives.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes performing expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical and complex command plans and programs for participating in or conducting major operations such as advocating future concept, mission capability needs, Net Centric acquisition, or similar operations. Mastery knowledge of one or more specialized areas of program management or command mission area sufficient to apply new analytical developments, methodologies, and advanced management and organizational principles, and to research findings to broad studies of an unprecedented nature. Knowledge of military command structure, missions, programs, organizational relationships, and program goals and objectives. the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entitles involved in overall planning and execution of operations and evaluations, skill in coordinating extensive projects in assigned areas of responsibility which are characterized by high visibility, unusual urgency, or program critically. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods sufficient to participate in the assessment and improvement of command level plans and programs for conducting major operations, to resolve problems. or to define and clarify alternative solutions. 2. Knowledge of USSPACECOM program goals and objectives, the sequence and timing of key operational events and milestones, methods of evaluating the effectiveness of planning actions related to actual events, and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 3. Knowledge of the application of program expertise as it applies to assigned programs and assigned missions. 4. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. 5. Ability to lead study teams, originate new ideas, projects, and methodologies; and executive projects within established financial and/or time constraints. 6. Ability to develop and utilize appropriate data collection methods and to design, build, and apply model and simulation techniques. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
