This position is located in the Department of Housing and Urban Development, Office of the Deputy Secretary, Office of Disaster Management.
Duties
As a Director, Preparedness, Response, Mitigation and Recovery Operations Division, you will:
Coordinate and support the various HUD program offices in identifying disaster-related issues and develop policy and program options and recommendations for disaster preparedness, response, mitigation, and recovery efforts.
Supervise the Preparedness, Response, Mitigation and Recovery Operations Division staff.
Foster coordination and cooperation with federal, state, and local officials and agencies and program divisions located at headquarters and in the field offices to provide flexible, efficient answers to responses and short-term recovery activities.
Provide specialized expertise in areas such as housing, economic development, or special needs populations, applicable to disaster response and recovery responsibilities of the Department and engage in interagency coordination, as determined necessary.
Review and coordinate interagency and intra-agency policy and plan documents related to disaster preparedness, mitigation, response, and recovery. Recommend policy positions to the HUD program offices for their consideration and implementation.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Building and maintaining partnerships with diverse stakeholders to develop goals and outcomes, and effectively aligning resources related to improving disaster response and recovery efforts; AND
Monitor and evaluate the effectiveness of integrated disaster preparedness, response mitigation, and recovery operations; AND
Leading implementation of and providing guidance related to disaster preparedness, response, mitigation, and recovery policies and programs.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
