This position is located in the Department of Housing and Urban Development, Office of the Deputy Secretary, Office of Disaster Management.
Duties
As a Director, Field Disaster Management Operations Division, you will:
Manage nation-wide coordination of field level preparedness, response and recovery operations under inter-agency and intra-departmental initiatives in their assigned HUD regions.
Coordinate with federal, state, and local officials and external agencies to provide flexible, efficient responses to disasters and long-term recovery activities.
Manage communications and information to support the Regional Public Affairs Officer in responding to media inquiries during natural disasters.
Manage the monitoring and evaluation of the effectiveness of integrated disaster preparedness, response, mitigation, and recovery operations for their assigned regions. In conjunction with the Office of Field Policy and Management leadership, ensures the required reports on HQ, Regional and Field efforts are completed, consistent and submitted in the required time frames.
Manage the development of improvements or designs new work methods and procedures for Mission Assignment operations, in meeting the goals and objectives prescribed by the Office of Disaster Management leadership.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Working with State, Tribal, Local or Territorial governments to coordinate communications and information to support responses related to and recovery from a natural disaster or emergency; AND
- Leading emergency management/disaster related projects; AND
- Leading implementation of and providing guidance related to federal disaster assistance policies and programs to improve and promote equitable recovery outcomes, reduce delays, and maximize the benefit of federal resources.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
