As a Contract Specialist GS-1102-13 you will be part of Office of the Chief Financial Officer, Acquisition Services Division, Equal Employment Opportunity Commission. If selected, you will serve in a developmental position where the assignments are designed to provide the skill and experience needed to serve as a senior level contract specialist with signatory authority responsible for pre?-award and post-award functions of highly complex procurements of significant importance to the Agency.
Duties
Participates in procurement planning of highly complex contracts.
Prepares procurement documents including solicitation packages such as the Request for Proposal (RFP), Invitation for Bid (IFB), Request for Quotation (RFQ), contracts and contract modifications as well as actions under Simplified Acq. Procedures.
Determines reliable, competent, and capable sources of competition; level or type of competition; most efficient method of contracting; specific terms and conditions, etc., to assure most efficient, timely, and equitable contractual satisfaction.
Assists the lead negotiator with negotiations with contractors to develop the contract prices and terms.
Participates in the execution of contracts and modifications to state and local Fair Employment Practices Agencies (FEPA) and the Tribal Employment Rights Organization (TERO).
Participates in the administration of contracts from the time of award to final closeout.
Assists with termination proceedings.

Qualifications
Your resume MUST demonstrate experience performing pre and/or post award contracting actions that may include, but not limited to, developing solicitations, issuance of contracts and contract administration.
To qualify for this position, you must meet one of the basic requirements described below.
Basic Requirements:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action
A minimum of 12 months of full-time experience applying a representative sample of the technical contracting competencies is the minimum experience requirement. Experience requirements for each level of FAC-C certification are:
Level II - 2 years of contracting experience
Level III - 4 years of contracting experience

Training refers to the May 7, 2014, Memorandum on Revisions to the Federal Acquisition Certification in Contracting (FAC-C) from the Office of Federal Procurement Policy. Applicants must meet the FAC-C requirements and be certified at Level II or III at the time of application. Possession of certification must be indicated as part of application submission. Applicants not certified may still apply and be selected but must achieve certification within 24 months of appointment. A valid Defense Acquisition Workforce Improvement Act (DAWIA) certification is equivalent to a FAC-C at the same certification level, provided the FAC-C education and continuous learning requirements have been met.
Candidates within the Federal Government must provide a copy of their Federal Acquisitions Certification in Contracting (FAC-C) (Professional). Applicants who fail to meet the selective factor are ineligible for further consideration.
NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore, courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education and appears on a college or university transcript.
IN ADDITION TO MEETING THE BASIC QUALIFICATION REQUIREMENTS ABOVE, APPLICANTS MUST HAVE SPECIALIZED EXPERIENCE AS LISTED BELOW:
To Qualify for the GS-13: You must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as: Independently awarding, administering and closing out contracts to include firm-fixed-price, time-and-material and cost reimbursement type contracts using acquisition regulations as a regular and recurring part of your job.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
