Duties
Develops technical strategies and tactics meeting milestones and timelines of renewable energy projects within projected timelines.
Exchanges technical data with various land management agencies tracking progress of projects; reviews, analyzes and addresses sensitive, controversial concerns; oversees budget and funding expenditures.
Plans renewable energy activities ensuring environmental documentation meets quality standards and in in compliance with regulatory guidelines; prepares materials for public information.
Involves district/field offices with local communities and organizations regarding issues pertaining to the management of public lands associated with renewable energy.
Utilizes expert knowledge and experiences related to natural resources principles for development and implementation of multiple renewable energy projects.

Basic Education Requirement:
- I have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, OR
- I have a combination of education and experience - have completed courses equivalent to a major, as shown above, plus appropriate experience or additional education. I will provide a copy of my college transcripts.
Specialized Experience:
For GS-12: I meet the basic requirement AND I have one (1) year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Specialized experience may include use of natural resources principles on complex and/or controversial projects relating to land use, experience with compliance with public land laws and policies (e.g., the National Environmental Policy Act, Endangered Species Act), knowledge of land and realty policies and effective oral and written communications with internal and external stakeholders and/or partners regarding complex or controversial projects.
There is no substitution of education for experience at the GS-12 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Generally, work is performed in an office setting with occasional trips to the field, which may involve exposure to extreme weather conditions, such as cold or extreme heat, isolated locations and rugged terrain. The incumbent must be able to sit, walk or stand and perform off-road driving for prolonged periods of time. Incumbent may be required to participate in numerous, lengthy meetings at local and distant meetings. Overnight travel may be required.
Work Environment: Work is normally performed in the office, although occasional field trips are involved. Field work may include walking or driving motor vehicles over rough terrain in remote areas in all kinds of weather. Office work will periodically involve abnormal stress situations involving completion of work to meet short deadlines and other factors. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/ supplements or by the designated Safety Officer.
Education
This position falls under the General Natural Resources Management and Biological Sciences Series, 0401 Individual Occupational Requirements (IOR) which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.
This position has a positive education requirement (see qualification section for education requirements). You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
