Duties

Advises management on the development and implementation of Wild Horse and Burro policies and practices in accordance with Federal laws, and Department and Bureau policies. Prepares and implements documents such as Gather Plans and Herd Area Management Plans. Participates as a member of the District/Field Office Interdisciplinary Team Plans, schedules, and organizes the gathering and removal of wild horses and burros. Monitors and evaluates rangelands used by wild horses and burros, also conducts, and maintains census of wild horse and burro populations. Provides technical direction and quality control for wild horse and burro inventories and monitoring, allotment evaluations and management plans, and environmental assessments and impact statements. Establishes and maintains cooperative relationships with other BLM offices, user groups and state and federal agencies concerned with the wild horse and burro program in BLM.

Qualifications

Have a bachelor's degree with a major in biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position, OR a combination of education and experience equivalent to a major in biological science, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position. GS-09: Meet the basic requirement AND have one (1) year of specialized experience equivalent to GS-07 in the Federal service. Specialized experience may include assisting with planning and conducting wild horses & burro surveys, census, inventories, and monitoring studies; experience assisting in gathering and removal of wild horses and burros; OR meet the basic requirement AND completed 2 years of progressively higher level graduate education leading to a master`s degree or master's or equivalent graduate degree in biological sciences or a directly related field; OR meet the basic requirement AND possess an equivalent combination of the type and level of experience and education described above. GS-11: Meet the basic requirement AND have one (1) year of specialized experience equivalent to GS-09 in the Federal service. Examples of specialized experience may include: planning and conducting wild horses & burro surveys, census, inventories, and monitoring studies, experience in gathering and removal of wild horses and burros, and preparing recommendations for future management of the wild horses and burros; OR meet the basic requirements AND completed 3 years of graduate education leading to a Ph.D. degree in the field of natural resource management or directly related field; OR meet the basic requirements AND have a combination of experience and second year graduate level education described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work of this position involves a combination of office and field work. The incumbent must be able to perform field assignments that require strenuous walking, riding horseback, and climbing over rough and mountainous terrain. The work involves heavy lifting, bending, and working horses up to 1500 pounds, as well as lifting hay bales up to 100 pounds, metal panels, construction materials, and wire rope. Must be able to fly in small fixed or rotary wing aircraft in order to conduct aerial inventories of WH&B populations. Incumbent must be able to operate four-wheel drive vehicles in rugged terrain. Work Environment: Office work is performed in a well-lighted and ventilated room. Field work is performed in environments varying from flat to steep and rock terrain, as well as in corrals with exposure to the hazards of working with untamed animals in confined spaces. Temperatures vary from below zero to over 100 degrees. Safety precautions require use of protective safety apparel.

Education

This position falls under the General Resource Management and Biological Sciences Series 0401 and has Individual Occupational Requirements (IOR).
