Duties

This position is in the Executive Office for United States Attorneys and/or United States Attorney's Office, Human Resources Servicing Center. The selectee will be a part of starting up a brand new HR Servicing Center. This position will be located in Washington DC. Provides human resources management services to employees and managers within the United States Attorney's Office (USAO) and/or the Executive Office of United States Attorneys (EOUSA) in two or more functional areas of personnel, e.g., recruitment and placement, employee relations and performance management, employee compensation and human resource development. -Provide HR advisory and technical services to a group of assigned USAOs and/or EOUSA staffs. -Determine recruitment strategies and post job opportunity announcements utilizing the USA Staffing system. -Review applications for qualifications and eligibilities and issue certificates of eligibles. -Prepare assessment tools such as job analysis worksheets and assessment questionnaires. -Provide advice on basic employee benefits, pay setting, and leave administration laws related to new hires. -Provide management with a wide range of flexible and innovative strategies in administering staffing and placement activities. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

Selectee will be expected to become DEU certified, if not already. Specialized experience: GS-12: To be qualified at the GS-12 level, applicants must have at least one full year of specialized experience equivalent to the GS-11 in federal service applying Federal human resource laws and regulations including Delegated Examining and Merit promotion; conducting job analysis to develop assessment criteria; building vacancy announcements including advising on specialized experience requirements and other qualifications; evaluating candidates for qualifications and eligibilities and issuing selection certificates. GS-13: To be qualified at the GS-13 level, applicants must have at least one full year of specialized experience equivalent to the GS-12 in federal service applying Federal human resource laws and regulations including Delegated Examining and Merit Promotion; building vacancy announcements including advising on specialized experience requirements and other qualifications; evaluating candidates for qualifications and eligibilities and issuing selection certificates; determining complex pay setting for new hires; utilizing a variety of recruitment programs such Schedule A, Veteran Authorities, etc.; and advising management on the most complex and difficult Federal staffing issues. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
