Duties
Incumbent implements procedures for determining levels of acceptable risk and recommends methods for controlling losses.
Develops and implements policies, work practices, and risk management elements to assure safe, healthful, and efficient operations.
Develops, maintains, and conducts safety training programs for managers, supervisors, and employees.
Ensures training records are maintained for safety related programs.
Plans, schedules, and conducts safety and health inspections to determine compliance with applicable laws and regulations.
Manages and maintains District use of the Departmental Safety Management Information System (SMIS) to document compliance inspections.
Serves as a member or lead on accident investigations and prepares a chronological narrative of factors contributing to the accident, including photographs of the accident scene, witness statements, and medical investigator reports as provided.
Stays abreast of the latest developments and publications in safety, occupational health, industrial hygiene, and environmental engineering, including hazardous materials and disposal technology.

Qualifications
Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:- Must maintain a valid driver's license in order to operate a government motor vehicle as an incidental driver.

For the GS-07 Level: One (1) year of specialized experience equivalent to the next lower grade level (GS-05) in the federal service. Specialized is further defined as experience independently applying elements of a comprehensive safety and occupational program ensuring protection regulations, standards, principles, practices, techniques and procedures; OR completed one full year of graduate level education; OR meet the provision of Superior Academic Achievement (S.A.A.) See OPM Quals Standard- General Policies E(4) (f); OR a combination of education and experience described above.
For the GS-09 Level: One (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the federal service. Specialized experience is further defined as providing training on a comprehensive safety and occupational program; ensuring regulations, standards, health principles, practices, techniques, and procedures are applied; planning and conducting surveys to minimize accident and injury; conducting accident investigations to determine corrective measures and enhance accident prevention; conduct safety training programs to promote safety awareness; providing guidance on equipment and operations; OR completed a master`s or equivalent graduate degree OR two (2) full years; OR completed a master`s or equivalent graduate degree OR completed a master`s or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR a combination of education and experience described above.
For the GS-11 Level: One (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service. Specialized experience is further defined as leading a safety or occupational health programs; developing and implementing safety and occupational health policy; applying safety and occupational health laws and regulations; training of employees, supervisors, managers, in safety or occupational health subjects; providing oversight and hazard abatement for hazardous activities and work environments; planning, scheduling and conducting safety and occupational health inspections; member or lead in accident investigations; managing automated mishap data systems; OR a Ph.D. or equivalent doctoral degree; OR completed three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, OR a combination of education and experience described above.
Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work requires the incumbent to visit field locations and inspect working conditions such as construction work sites, outlying buildings, recreation areas, and other facilities and equipment in various remote locations. The performance of inspections and investigations of mishaps requires frequent standing, walking, climbing, bending, and traveling off road. Office work is mostly sedentary.
Work Environment: Work involves a mixture of time in the office, spent traveling and performing field related activities such as inspecting facilities or investigating accidents. The incumbent may be exposed to a variety of climatic and travel conditions while working in the field. Travel may include flying in small aircraft or helicopters, riding or driving in cars, trucks or off highway vehicles over rugged terrain in remote areas in quickly changing and sometimes hazardous conditions or in extreme hot or cold outdoor temperatures. Additionally, there may be exposure to unusual or potentially dangerous conditions, such as contaminated materials, unexploded ordinance, wildfires, industrial plants with high-frequency noise, scenes of hazardous or toxic material spills and various hazardous chemicals or substances.
Because of these environments, the position may require the incumbent to utilize personal protective equipment i.e., metatarsal shoes, hard hat, eye and hearing protection, respirator, and gloves for conducting inspections.
Education
This position falls under the Safety and Occupational Health Management Series, 0018.
This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
