This position is located in Office of Labor-Management Standards (OLMS) Office in Buffalo, NY. The primary duty of this position is the conduct of civil and criminal investigations of individuals and labor organizations that have or may violate provisions of the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA). The incumbent will plan, direct, and conduct compliance and enforcement activities within an assigned geographic area. This position is inside the bargaining unit.

Duties

This is a career ladder progression position; the duties described below are at the full performance level (GS-12). Incumbents hired at or below the GS-9 grade level will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor, or a senior level employee provides specific instruction and guidance. At the GS-12 grade level, the incumbent will perform the following:

Requirements

  • Must be at least 16 years.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Subject to pre-employment and random drug tests.
  • Requires a valid driver's license.
  • Appointees must sign a DOL Pathways Recent Graduate Program Participant Agreement.

Qualifications

You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for Labor Investigator, as described below. For GS-07: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-05 in the Federal Service, that demonstrates the knowledge, skills, and abilities to perform successfully in the duties of this position. Specialized experience includes three or more of the following: Providing assistance to higher level staff in researching and applying laws and regulations to identify discrepancies; Performing regulatory compliance work; Assisting in the examining of financial data and records to compile data and draw conclusions; Assisting in conducting fact-finding interviews to gather information; Drafting correspondence for final review and signature; Preparing comprehensive, well-documented, sign-off quality reports. OR Education: One (1) full academic year of graduate level education; OR Combination of education and experience: applicable education and experience as defined above. The total percentage must equal at least 100%. This must be fully supported by your resume and transcripts. OR Superior academic achievement (S.A.A.). S.A.A recognizes college or university students who have successfully completed all of the requirements for a bachelor's degree and achieved superior academic standing as evidenced by one of the three methods described below. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4years of education, or as computed based on courses completed during the final 2 years of the curriculum; orb. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-09 is defined as four or more of the following: Reviewing, analyzing and interpreting laws to assure compliance with regulations; Conducting simple investigations of the violation of laws; Conducting audits/reviews of financial records to identify discrepancies (e.g., labor union, banking records); Examining, researching and gathering information for preparation of portions of investigative reports; Providing advice and guidance to the public on regulatory requirements; Preparing comprehensive, well-documented, sign-off quality reports. OR Education: At least 2 years of progressively higher level Graduate education (above a Bachelor's) leading to an applicable degree; OR Master's degree or have been awarded a Master's or equivalent higher level Graduate degree; OR LL.B. or J.D., if related. OR Combination of Education and Experience: applicable graduate education and experience as defined above. The total percentage must equal at least 100% This must be fully supported by your resume and transcripts.

Education

To be eligible for an appointment, you must meet requirements A. or B.

A. Completed all requirements for an associate, bachelor, master, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years;

or

B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certification. You must submit an academic transcript from your academic institution showing the date that you most recently completed the academic requirements described above.
