VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws Duties include but are not limited to the following description: GENERAL DESCRIPTION The Associate Service Chief of Pharmacy Operations acts as full partner to the Chief of Pharmacy and, in the absence of the Chief of Pharmacy, assumes responsibility for all management services and operations of the pharmacy. Assists the Chief of Pharmacy in coordinating all aspects of procurement and delivery of pharmaceutical products and services to the Northampton VAMC, the Community Based Outpatient Clinics (CBOC's), the State Veterans' Home and the Consolidated Mail-Out Outpatient Prescription (CMOP) Service. The incumbent works closely with the Chief of Pharmacy and other program line managers/supervisors to maintain high standards in providing pharmaceutical care to the veterans. This position oversees the work of the Outpatient and Inpatient pharmacy staff and ensures coordination and integration of work assignments. The Associate Chief of Pharmacy operations functions in the capacity of a GS-12 Clinical Pharmacist in any area of competency as staffing requirements dictate. The incumbent provides optimal pharmaceutical care and timely customer service in accordance with the mission, vision and goal of the VACWMAHCS. FUNCTIONS Management Responsible for overall operational program review and implementation. Assists Chief of Pharmacy to ensure pharmacy meets or exceeds standards set forth by the Joint Commission. Manages in accordance with state and Federal laws; as well as applicable VHA policies, procedures, and handbooks. Assists Chief of Pharmacy in coordinating pharmacy services at the Northampton VA Medical Center, CBOCs, and State Veterans' Home. Responsible for ensuring the pharmacy is in compliance with DEA regulations and VHA Handbook regarding controlled substances. Coordinates orientation and training for Outpatient and Inpatient pharmacy staff. Effectively represents pharmacy at various meetings and committees. Assists Chief of Pharmacy in coordinating all V ACWMHCS initiatives with regards to pharmacy operations, automation, and drug cost savings initiatives. Supervises staff to accomplish the work of the unit. Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Reviews and fairly and consistently acts upon leave requests in a timely manner. Periodically evaluates employee performance, provides feedback, develops work improvement plans and recommends personnel actions as necessary. Assists with the employee Performance Appraisal Program. Promotes the principles of the Federal HR Program, including EEO and Labor Management relations. Effects disciplinary measures if necessary. Resolves customer service issues. Clinical/Staffing Performs clinical pharmacist functions as needed or as directed by the Chief of Pharmacy. Serves as the Omnicell System Administrator. Assists in managing the Emergency Drug Cache program. Supervisory Controls The Associate Chief of Pharmacy Operations serves with considerable independence in all areas of pharmacy activity under the general supervision of the Chief of Pharmacy. The incumbent keeps the supervisor apprised of trends/problems affecting any aspects of the activity, also, recognizing the need for changes in policy and procedures and makes viable recommendations. Customer Service Relationships with supervisors, co-workers and others within the organization must be consistently courteous and cooperative in nature and overall contribute to the effective operation of the program. Performance must demonstrate the ability to adjust to change or work pressure in a pleasant manner; handle differences of opinion in a businesslike fashion; follow direction conscientiously; and function as a team member. Interacts with a wide variety of staff and demonstrates sensitivity to and an understanding of their needs. Provides professional and technical advice, support and assistance to all customers with a view towards accomplishing the service mission (i.e. customer service). English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f) Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT) Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Associate Chief of Pharmacy Operations Experience or Education: In addition to the GS-13 requirements, must have 1 year of experience at or equivalent to the next lower grade level (GS-12). Assignment: Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. In addition to meeting the experience, selected applicant must meet the following Knowledge, Skills, and Abilities (KSA): Skill in persuading others and gaining cooperation to accomplish goals. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. Skill in utilizing regulatory and quality standards to develop and implement operational programs. Skill in managing multiple and diverse people or programs. Skill in utilizing available resources to support the mission and goals of the organization. Ability to plan, organize and direct the functions of the pharmacy staff. Preferred Experience: Preferred Pharmacy Management experience. Preferred experience with unannounced inspections, including the Joint Commission, DEA, and Office of Inspector General (OIG) inspections. Preferable experience handling employee and labor relations issues by working with HR and the Union. Physical Requirements: Moderate lifting and carrying (15-44 pounds); straight pulling (1 hour); pushing (1 hour) reaching above shoulder; use of fingers; both hands required; walking (2 hours); standing (2 hours); repeated bending (2 hours); both legs required; ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; ability to distinguish basic colors; ability to distinguish shades of colors; hearing (aid permitted).
