This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs: Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. The Pharmacy Supervisor GS-13 is a licensed pharmacist who is responsible for planning, directing, and coordinating pharmacy services for clinical and distributive functions of the pharmacy. The Incumbent provides first-line supervision of clinical pharmacists, technicians, residents, students, and volunteers assigned to their area of responsibility. The incumbent is specially prepared by education and/or experience to skillfully apply knowledge and principals of management, and is responsible for fostering acceptance and exercise of sound pharmacy management concepts, principles, practices, and innovations. Incumbent is also responsible for developing, supporting, and providing training/education/development of service personnel, trainees, and students. The incumbent will assure compliance with all VHA, Joint Commission, Office of Inspector General (OIG), and all regulatory requirements for appropriate monitoring, dispensing, and distribution of medications. The Pharmacy Supervisor represents Pharmacy Service on boards, teams, and committees within the healthcare system and in the community as requested. Functions include but are not limited to the following descriptions: A. Administrative/Supervisory: The incumbent has first-line supervisory authority over outpatient/inpatient pharmacy personnel. The incumbent ensures that services provided meet or exceed professional and legal standards. Management efforts emphasize supervision of day-to-day details and operations of the outpatient/inpatient pharmacy. Plans and assigns work to be accomplished by subordinates based on established priorities, selective consideration of the assignment's difficulties and requirements, and capabilities of the employees. The incumbent reviews the work of subordinates and accepts, amends, or rejects it as appropriate. Interviews employee candidates and recommends appointments, advancements, or promotions to the appropriate approving official(s). Manages affirmative action initiatives, grievances, EEO complaints and labor management issues while effectively supervising staff. Responsible for assigning duties; development of performance standards and performance evaluation; recommendations for appointment, awards, advancement, and, when appropriate, disciplinary action. Regularly evaluates work flow methods and independently makes changes to minimize patient medication order turnaround time, in addition to making recommendations to the Associate Chief/Chief relative to future needs for space, equipment, and personnel. The incumbent is required to cooperatively resolve routine and complex problems that affect other Pharmacy sections and/or other medical center services so that little or no intervention is needed for a higher level supervisor. The incumbent plans short and long range objectives, achieves results, and ensures customer satisfaction to the extent possible within resource constraints. Works with providers to ensure compliance with national, VISN, and local initiatives. Manages information security within areas of responsibility to assure that computer system security and confidentiality of sensitive information is maintained, and that employee access to sensitive information is limited only to that which the employee requires to perform their duties. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f) Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT) Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience: In addition to meeting all of the basic requirements listed above, candidates must meet the following: 1 year of experience at or equivalent to the next lower grade level (GS12) Preferred Experience: Previous supervisory experience; Previous leadership training; Previous experience with conflict resolution and dealing with HR (Employee and Labor Relations) and the Union; Previous experience with controlled substance medication management; Previous experience with the Joint Commission inspections, Office of Inspector General (OIG) inspections, and DEA inspections. Physical Requirements: Moderate lifting and carrying (15-44 pounds); straight pulling (1 hour); pushing (1 hour) reaching above shoulder; use of fingers; both hands required; walking (2 hours); standing (2 hours); repeated bending (2 hours); both legs required; ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; ability to distinguish basic colors; ability to distinguish shades of colors; hearing (aid permitted).
