Duties
The primary purpose of this position is: as an Enlisted Air Reserve Technician (ART), to manage work in support of knowledge management initiatives: Portal Content Management, SharePoint, Enterprise Information Management (EIM), Electronic Records Management (ERM), Workflow, TMT, AF Portal, Collaboration Tools and Capabilities, provide installation support for a variety of Information Technology (IT) activities including developing, integrating, and/or maintaining database structures, systems analysis, and consulting for applications software development and implementation. Lead mobile visits and work directly with organizational leadership to ensure the strategic application of KM activities and technologies to meet objectives and solve complex mission problems. Additionally, trains Reservists in the accomplishment of task set forth herein.
-Provides support to unit in planning, organizing, and overseeing the activities of the Communication unit with direct oversight of Knowledge Management Center (KMC) training, readiness, and capabilities. Serves as subject matter expert for both existing and emerging technology programs.
-Develops goals and objectives that integrate organization and section objectives in administering Intranet SharePoint, Data Management, and Internet Portal systems ensuring functionality and, implementation.
-Supports local Knowledge Management initiatives designed to identify, capture, evaluate, retrieve, and share the knowledge management programs of the organization.
-Supervises work in supporting Information Management Tools (IMTs), Enterprise Information Systems (EIS) and Information Access Programs.
-As the recognized organizational technical authority in Continuous Process Improvement (CPI) for KM
programs, advises on CPI implementation and sustainment.

Qualifications
This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position. Every effort will be made to find an equivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status, or tenure.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301.
SPECIALIZED EXPERIENCE: Must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes wide range of technical methods, principles, concepts, systems, and tools sufficient to assist in planning and maintaining Knowledge Management services. Knowledge in applying analytical and evaluative techniques for the identification, consideration, and resolution of program related issues and problems. Knowledge of customer support principles sufficient to receive, respond to, and ensure resolution of problems.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Knowledge Management (KM) principles, concepts, systems, and tools sufficient to assist in planning and maintaining KM services; to implement, test, and configure SharePoint, Portal and EIS capabilities; and to instruct customers in accessing these services. Knowledge of Knowledge Management (KM) Programs (records management, PA,
FOIA, administrative communications, IMTs and other support functions) to assist clients.
2. Knowledge of configuration management concepts and life cycle management concepts sufficient to identify the need to upgrade or enhance system component capabilities in response to data collection, data management and data storage.
3. Knowledge of methods and procedures for documenting problem analysis and resolutions sufficient to maintain records of activities. Ability to apply troubleshooting and data analysis methods to resolve operating problems. Knowledge of customer support principles sufficient to receive, responds with guidance and training, and ensures resolution of problems.
4. Knowledge of military organizational theory and structure, Air Force and Air Force Reserve Command, intermediate and gaining command structure and relationships, and mobilization directives and practices
5. Knowledge to plan, schedule, conduct, and facilitate projects and studies to evaluate and recommend ways to improve the productivity of work operations in a program or support setting by use of the Continuous Process Improvement (CPI) program and related support resources. Knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
6. Ability to communicate effectively, both orally and in writing.
OTHER SIGNIFICANT FACTS:
1. This is an Air Reserve Technician position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities.
2. Employee must obtain and maintain a Secret security clearance required by the position.
3. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
4. Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. May be subject to on call or recall during contingencies or emergencies.
5. Performs other related duties as assigned.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements. In addition to meeting civilian qualifications, applicants must obtain military membership in the Air Force Reserve, wear the uniform, maintain job-specific military specialty requirements, and meet other military qualifications such as age, height, weight, and physical fitness standards.
