The position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). This position functions as Administrative Officer (AO) for the Department of Nursing Ambulatory Care, Nursing Services, Phoenix VA Medical Center, located in the medical center, and is responsible for the coordination and monitoring of all Nursing Ambulatory Care administrative programs.
Duties
Duties of the position include but are not limited to:
Overseeing and facilitating the administrative management for Nursing Ambulatory Care.
Independently developing, planning, issuing, and implementing procedures to comply with directives concerning administrative matters, in addition to tracking and supporting clinical directives.
Analyzing and evaluating problems, making recommendations, and devising solutions to systems administration, training management, publication management, and data management within the division.
Functioning as an extension of the Nursing Ambulatory Care Department in explaining policies and assisting staff with their implementation.
Playing a key role in planning, organization development, direction, and evaluation of medical center administration in support of the department, facility, VHA Workforce Management and Consulting (WMC), and VISN priorities.
Assisting with budget formulation, justification, and execution, financial management and financial reporting.
Reviewing, interpreting, and providing recommendations for the revision of regulatory guidelines, policies and standing operating procedures pertinent to personnel administration and all activity operations, including but not limited to nursing licensure tracking, personnel file updates, and regulatory information tracking.
Work Schedule: Monday - Friday, 7:30 a.m. through 4:00 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of management and organizational techniques used to plan and perform analyses of issues or problems of a procedural or factual nature that are associated with manpower, personnel, productivity improvements and management controls. Knowledge of budget formulation principles, practices, and methods as well as VA financial accounting and management systems, sufficient to assist in formulating and annually updating program management plans and associated budgets. Knowledge of the contracting, procurement, clinical and administrative oversight processes. Knowledge of administrative, management, and financial analysis techniques. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or
LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate level education. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary in nature. There are occasions when the incumbent will be required to walk to different areas of the facility while performing their duties.
